The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES -Meeting of 4/25/06
On the motion of D. Stroetzel and the second of R. Dean, the Commission voted unanimously to approve the 4/25/06 Minutes as corrected: Page 1, heading, change date to April 25, 2006; Page 2, first item under "II.", second paragraph, last line, change "reads" to "roads".
II. ADMINISTRATIVE
1. Application by Town of Redding for alterations to Poverty Hollow Road, a designated Scenic Road. More detailed plans for ditch to be submitted by Highway Superintendent for review by engineering consultant. Site Walk 4/22/06.
D. Taylor noted receipt of a new drawing inclusive of the road widths and better delineation. T. Welles will measure the gravel ditch to achieve a minimum width, take photos and submit to the office for N. Burnham's review. R. Dean commented that 8 feet of stone would not appear aesthetic. D. Taylor feels that things are going well working out a system with the Highway Department. T. Welles and M. Bakanas will continue working as the Scenic Road Subcommittee.
2. Restoration of Umpawaug Road - Discussion re recent ditches by CL&P. T. Welles, M. Bakanas.
D. Taylor reiterated the need for recent disturbance to be corrected. N. Ketcham reported that a replacement tree at the intersection of Umpawaug Road and Diamond Hill Road will be planted pending removal of the old tree.
3. Application to construct stone wall at 207 Poverty Hollow Road, a designated Scenic Road. James & Jeanne Billett, owners. Brian Davis, agent.
No one was present. No new information or discussion.
4. Subdivision Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel, (owner). To discuss items located in the scenic easement. Site Walk 4/22/06.
P. Garavel was present. He submitted photographs of items currently in the scenic easement. D. Taylor read a letter from M. Guitar and the Redding Land Trust.
The history of this scenic easement was reviewed. A joint Land Trust and Planning Commission subcommittee will be formed to review the photographs for discussion at the next Planning Commission meeting. T. Flagg and N. King will work with the Land Trust as a subcommittee.
The revised mapping was reviewed. A note will be added stating that the house and driveway shown on the revised map are for illustrative purposes only. The future design must conform with the Lot Development Plan.
5. Request to Planning Commission to recommend public water supply to serve Portland Avenue. Johann Sigurdsson, 104B Portland Avenue. Request from Natalie Ketcham for volunteer from Planning Commission to join subcommittee to study this issue.
D. Taylor read a letter dated 4/27/06 from N. Ketcham. T. Flagg will serve on the subcommittee. Discussion will continue pending review of the transcript from January, 2006.
6. Scenic Road Ordinance. Discuss Amendments and Subcommittee status.
M. Bakanas forwarded the Scenic Road Ordinance electronically for changes and amendments. D. Taylor recommended tabling this item until M. Bakanas is present. The Commission discussed the need to photo-document Scenic Roads.
7. Request from Tom Gormley for input re Storm Water Management Memo.
Two letters from T. Gormley were read by D. Taylor. N. King will serve on the new subcommittee.
8. Request from Jim Warren that Commissioners who no longer want their Ryder Farm Cultural Resources Studies return them to him through the Office.
Members will bring their copies to the next meeting.
III. PENDING. POSSIBLE DISCUSSION.
Subdivision Application #509, "Lillian Estates", 411 & 417 Rock House Road. Frank Marini (owner). Proposed subdivision of 20.42 acres into 5 lots. Received 3/28/06. Presentation 4/11/06. Site Walk 4/22/06. Public Hearing scheduled for 5/23/06.
D. Taylor read a report dated 5/2/06 from John Hayes.
Subdivision Application #510, 25 Starrs Ridge Road. Jay Addison (owner), Michael Mazzucco, P.C. (agent.). Proposed subdivision of 46.353 acres into 2 lots. Received 3/28/06. Presentation 4/11/06. Site Walk 4/22/06. Public Hearing scheduled for 5/23/06.
No new information or discussion.
IV. CHAIRMAN'S REPORT
D. Taylor read a letter from Sally Harold at the Nature Conservancy. T. Welles
E. Lazlo-Wasem will attend the upcoming meeting.
Discussion re Georgetown Building Lines. D. Stroetzel reported on his discussion with the plant operator re: possible expansion of the current wastewater treatment facility. N. Ketcham will request specific numbers re: capacity for the next meeting.
D. Taylor read a letter re: Falls Pond Dam.
On the motion of R. Dean and the second of T. Welles, the Commission voted unanimously to adjourn the meeting at 10:00 p.m.
