The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES -Meeting of 10/10/06
On the motion of R. Dean and the second of D. Stroetzel, the Commission voted unanimously to approve the 10/10/06 Minutes as corrected: Page 2, third paragraph, last line, change to "a variance to ZBA and a copy of the Declaration of Covenants and Restrictions"; Page 3, fourth item under "Chairman's Report", change to "Saugatuck River Watershed Partnership."
II. PUBLIC HEARING CONTINUED
Resubdivision Application #511, Georgetown Land Development Company, 1 North Main Street. Proposed resubdivision of approximately 2 acres into 3 lots. Received 9/26/06. Public Hearing opened 10/10/06. Deadline to Close 11/14/06. Request from SWERPA to hold Public Hearing open for their comments.
Atty. Richard Gibbons was present along with members of the GLDC team. D. Taylor noted that SWERPA is not meeting until 10/31/06 and requests that the Public Hearing stay open for their report.
D. Taylor read the following new information into the record:
- memorandum dated 10/2006 from J. Hayes
-report dated 10/24/06 from Nicolle Burnham
-copy of the license granted by the Inland/Wetland Commission
-report dated 10/23/06 from K. von Jena and S. Reeve
-comments from HVCEO
-request to hold Public Hearing open from SWERPA
D. Taylor stated that all maps and documents and qualifications of the consultants are hereby incorporated into the public record on Resubdivision Application #511.
Atty. Gibbons and Terry Gallagher responded to reports from consultants accompanied by drawings.
The Public Hearing is continued to the meeting of 11/14/06.
III. PUBLIC HEARING CONTINUED
Proposed Building line for west side of Main Street, Georgetown. Report on parking feasibility needed.
J. Hayes read his memorandum dated 10/24/06 and corrected the figures on proposed floor area before and after adoption of the proposed building line.
On the motion of D. Stroetzel and the second of R. Dean, the Commission voted unanimously to close the Public Hearing subject to receipt of consultant's final report.
IV. ADMINISTRATIVE
1. Request from owners to preserve the name Costa Lane.
D. Taylor reviewed the history of this road and its change to Carter Lane. She noted receipt of a letter with signatures representing almost 100% of residents of Costa Lane requesting that the street name remain as Costa Lane.
Tom White, 2 Costa Lane, reviewed the probable hardship as a result of the name change. Other residents of Costa Lane concurred.
N. Ketcham will discuss this matter with Town Counsel. J. Brooks will review with Planning Commission Counsel. Per Town Ordinance, administrative fees will be estimated. Discussion will continue at the next meeting. T. White will be contacted and will serve as the contact for the other Costa Lane residents.
2. Reference Application #459, Hedgerow Reserve, Lot #9, 32 Sunnyview Drive. Michele Holmes, agent, to review planting plan. Site Walks on individual basis.
M. Holmes was present. The Commission reiterated the request from the 10/10/06 meeting to demonstrate the circumference of the proposed trees with string for Commission inspection.
Ms. Holmes stated that the circumference will be illustrated by Friday, 10/27/06. Inspections will occur on an individual basis and observations will be forwarded to J. Brooks.
3. Restoration of Umpawaug Road. - T. Welles, M. Bakanas. Update.
Observations by Commissioners were discussed. N. Ketcham will confirm that road narrowing will take place.
4. Accessory Apartment Legislation and discussion of Affordable Housing Regulations for Redding. Preparation for next legislative session. D. Stroetzel update.
D. Stroetzel reported that he submitted a proposed agenda to N. Ketcham along with a list of suggested participants. N. Ketcham reported on C.O.S.T.'s participation. Discussion will continue.
V. PENDING
1. Pending: Reference Application #459, Hedgerow Reserve, Lot #8, 33 Sunnyview Drive. Dr. S. Sherman. Site Walks on individual basis. Engineer's drainage plant to be completed.
2. Pending: Reference Application #501 Modification. New retaining wall causing erosion and siltation on adjacent property. Nicolle Burnham report #2. Hay bales, silt fence and filter fabric installed. Top of wall graded. Will call when seeded.
3. Pending: Application by Town of Redding for alterations to Poverty Hollow Road, a Designated Scenic Road. T. Welles, M. Bakanas. Site Walk 4/22/06. Highway Department request to construct ditch.
4. Suggestions for Historic Preservation. R. Dean, T. Flagg, K. von Jena update.
IV. CHAIRMAN'S REPORT
1. Commissioners qualifications/areas of expertise. A few still outstanding.
D. Stroetzel and G. Meyer need to submit qualifications.
2. Annual Report due. Volunteer needed.
G. Meyer will submit in late November.
3. Scenic Road signs ready?
N. Ketcham stated that they signs are not ready. B. Sanford will follow up.
4. Ryder property stone wall.
Complaint of the removal of the stone wall was noted and explained to be permitted driveway cuts to Ryder Farm.
5. Subdivision Application fee packet.
Commissioners to review and vote at the next meeting.
6. Jacobsen property, Umpawaug Road.
Commissioners will drive by for inspection of the stone wall mock-up.
7. Proposed abandonment of a portion of N. Main Street, Georgetown.
To be placed as an agenda item at the next meeting.
On the motion of D. Stroetzel and the second of N. King, the Commission voted unanimously to adjourn the meeting at 11:17 p.m.
