EXECUTIVE SESSION

6:00 p.m., Old Town House

REGULAR MEETING

8:00 p.m., Old Town House

Present:  Diane Taylor, Chairman; Robert Dean; Greg Meyer; Donald Stroetzel; Michael Bakanas, Alt., seated for N. King; Thomas Flagg, Alt.

Absent: Nancy King; Toby Welles, Alt.

Also present:   Jo-an Brooks, Land Use Coordinator

The Regular Meeting was called to order at 8:00 p.m.

I.  APPROVAL OF MINUTES         -Meeting of 11/28/06



On the motion of D. Stroetzel and the second of M. Bakanas, the Commission voted unanimously to approve the 11/28/06 Meeting Minutes as corrected:  Page 3, Item "7.", first line, change "Spring" to "Sprint."



II.  PUBLIC HEARING TO OPEN

Request from property owners to preserve the name Costa Lane.

Public Hearing deferred to meeting of 1/9/07.



III.  PUBLIC HEARING TO OPEN

Proposed Amendments to Subdivision Regulations Section 4.1

Public Hearing deferred to meeting of 1/9/07.



IV.  PRESENTATIONS.  SCHEDULE SITE WALKS AND PUBLIC HEARING.

1.  Subdivision Application #512, Frank Marini, "Lillian Estates", 417 Rock House Road.  Proposed subdivision of 17.76 acres into three lots.  Received 11/28/06.

Mr. Marini was present along with Atty. P. Gelderman and engineer Ronald Ochman.  D. Taylor noted receipt of two Notices of Intervention.  The Notice of Intervention Procedure was read into the record.

D. Taylor read the following letters and reports into the record:
-letter from HVCEO
-letter from Inland/Wetland Commission.  Special Conditions on prior approval were also read.
-report dated 12/3/06 from K. von Jena
-report dated 12/9/06 from J. Hayes

Atty. Gelderman reviewed the revisions made from the previous application.  Individual driveways were reviewed and the Open Space dedication was briefly discussed.  New maps will be submitted in response to John Hayes' report.

Site Walks will be conducted on an individual basis for those Commission members who have not previously inspected the site.  Public Hearing will be held TBA. 

2.  Subdivision Application #513, Barry Finch, "Laurel Acres", 52 Mountain Road.  Proposed subdivision of 5.63 acres into two lots.  Received 11/28/06.

M. Mazzucco was present for the applicant.  D. Taylor read the following letters and reports into the record:
-memo dated 12/9/06 from J. Hayes
-letter from the Inland/Wetland Commission

Mr. Mazzucco reviewed the proposal accompanied by drawings and maps.   

The Public Hearing will open on 1/23/07.  A site walk was scheduled for Sat., 1/13/07 at 9:30 a.m.



V.  ADMINISTRATIVE

1.  Application by Town of Redding for alterations to Poverty Hollow Road, a                                Designated Scenic Road.  T. Welles, M. Bakanas.  Site Walk 4/22/06.  Highway     Department request to construct ditch.  Letter sent.

D. Taylor noted  that the ditch work is underway.  Per Bruce Sanford, no more asphalt will be available this year so milling the road must wait until spring.



2.      Reference Application #459, Hedgerow Reserve, Lot #9, 32 Sunnyview Drive.  J. Slattery and M. Holmes.  Site Walks on individual basis to approve stakes.  Plantings approved.  Letter sent.  Discussion.



No one was present for the applicant.  The two letters previously sent were reviewed.  Any pending permits will be suspended until completion of the planting.



3.      Reference Application #447, Herman, 229 Umpawaug Road.  B. Jacobson.  New stone wall mock up to be reviewed on individual site walks.  Discussion.



Mock up changes to a more rustic appearance were noted and the Commission concurred that this change is the preferred option. 



4.      Reference Application #459, Hedgerow Reserve, Lot #8, 33 Sunnyview Drive.  Dr. S. Sherman.  Site Walks on individual basis.  Engineer's drainage plan to be completed.



Mrs. Sherman and M. Mazzucco were present.  The drainage plan was reviewed accompanied by drawings.  D. Taylor commended the applicant for seeking a solution to the drainage problem.

On the motion of M. Bakanas and the second of D. Stroetzel, the Commission voted unanimously to approve Reference Application #459.



7.       Scenic Road Complaint, 58 Marchant Road, Althea Piteo.



Althea Piteo and Tom Locker were present.  D. Stroetzel submitted photos taken 12/11/06.  The history of the alterations was discussed and additional photos submitted by Mr. Locker were reviewed.

Site Walks will be conducted on an individual basis.  Discussion will continue at the 1/23/07 meeting.



5.       Restoration of Umpawaug Road.  T. Welles, M. Bakanas.  Update.



D. Taylor reviewed the request for consultation on curbing proposed for areas that didn't previously have curbing.  New curbing was noted on Umpawaug Road near the Moyler residence. 



6.      Accessory Apartment Legislation.  Discussion.  Preparation for next legislative session.  D. Stroetzel.  Update.



D. Stroetzel met with N. Ketcham last week.  Further action dependent on what concepts are being pursued by legislators and other organizations.



8.      Referral from Zoning, 60 Redding Road.



Proposed site for commercial development to 60 Redding Road.  A letter will be forwarded to Zoning noting deficiencies in parking and potential concerns.



VI.  PENDING.

1.  Pending:  Reference Application #501 Modification.  New retaining wall                  causing erosion and siltation on adjacent property.  Nicolle Burnham report #2.  Hay bales, silt fence and filter fabric installed.  Top of wall graded.  Will call when seeded.

2. Pending: Reference Application #507, Adam Lubarsky, 80 Laurel Lane.  Request to alter Lot Development Plan.  Maps to be recorded.

3. Pending: Suggestions for Historic Preservation.  R. Dean, T. Flagg.  Kathleen    von Jena update.
4.      Pending: Resubdivision Application #511, Georgetown Land Development Company, 1 North Main Street.  Proposed resubdivision of approximately 2 acres into 3 lots.  Received 9/26/06.  Public Hearing opened 10/10/06, continued 10/24/06, 11/14/06 extended to 11/28/06.  Public Hearing closed 11/28/06, subject to receipt of consultant's reports.  Deadline to vote meeting of 1/23/07.



VII.  CHAIRMAN'S REPORT



G. Meyer is working on the Commission report for the Annual Report.

D. Stroetzel reported that per B. Sanford, all Scenic Road signs will be installed prior to the next meeting.

R. Dean reported on a meeting regarding a complaint of rocks on Poverty Hollow Road causing damage to cars.  Rock removal is being proposed by the Highway Department.  The Commission discussed the possibility of surveying potential sites for additional rock removal.





On the motion of D. Stroetzel and the second of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:40 p.m.
