MINUTES

Tuesday, May 23, 2006

8:00 p.m. - Old Town House

Present:  Diane Taylor, Chairman; Robert Dean; Nancy King; Donald Stroetzel; Michael Bakanas, Alt., seated for G. Meyer; Thomas Flagg, Alt.; Toby Welles, Alt.

Absent: Greg Meyer

Also present:   Jo-an Brooks, Land Use Coordinator

The Chairman called the meeting to order at 8:00 p.m.

I.  APPROVAL OF MINUTES -Meeting of May 9, 2006



On the motion of D. Stroetzel and the second of R. Dean, the Commission voted unanimously to approve the May 9, 2006 Minutes.



II.  PUBLIC HEARING(S) TO OPEN

Subdivision Application #509, "Lillian Estates", 411 & 417 Rock House Road.  Frank Marini (owner).  Proposed subdivision of 20.42 acres into 5 lots.  Received 3/28/06.  Presentation 4/11/06.  Site Walk 4/22/06.

Mr. Marini was present.  D. Taylor opened the Public Hearing but stated that it would have to be continued until the next meeting because of a letter received from the applicant's attorney, P. Gelderman which she read into the record.

 
D. Taylor read a 5/19/06 letter from Mr. and Mrs. Oppenheimer into the record and acknowledged a booklet of data from Mr. and Mrs. Barthelmess, both intervenors. 

D. Taylor noted that an application can be received by this Commission but not acted upon prior to action by applicable Commissions.

The Public Hearing will continue to the June 13, 2006 meeting.

Subdivision Application #510, 25 Starrs Ridge Road.  Jay Addison (owner), Michael Mazzucco, P.C. (agent).  Proposed subdivision of 46.353 acres into 2 lots.  Received 3/28/06.  Presentation 4/11/06.  Site Walk 4/22/06.

Jay Addison and M. Mazzucco were present.  D. Taylor read the following new  
information into the record:

 -4/10/06 letter from the W. Redding Fire Dept. re: below grade water storage tank
-4/17/06 letter from Mr. Landwehr
-5/23/06 letter from Mr. Addison to the Conservation Commission
-5/23/06 letter from the W. Redding Fire Dept. re: dry hydrant system
-letters from Aquarion and C. Couch/Redding Historical Society have been received
-5/20/06 letter from K. von Jena was read
-memo from HVCEO

M. Mazzucco read three reports dated 5/15/06 re: responses to comments from John Hayes, Aquarion and Milone & MacBroom.

D. Taylor noted that drainage calculations have been received.

M. Mazzucco displayed the existing application maps and reviewed the proposal.  J. Addison stated that permission was obtained by neighbors to the north to perform clearing activities in order to meet the 250 foot sight line requirement.  D. Taylor stated that those sight lines must be put on the map by the surveyor.

Proposed and alternate driveway locations were discussed.  D. Taylor reiterated that alternate driveways must be proven to work.  The driveway approved from the other end of the property by the Inland Wetlands Commission should be added to the maps and the individual driveways should be remapped for further discussion at the continuation of the Public Hearing on June 13, 2006.



III.  ADMINISTRATIVE

1.      Application by Town of Redding for alterations to Poverty Hollow Road, a Designated Scenic Road.  Site Walk 4/22/06.  More detailed plans for ditch to be submitted by Nicolle Burnham.

T. Welles discussed the proposed plans with N. Burnham on 5/23/06.  He will continue working with Ms. Burnham and contact B. Sanford directly for additional questions and planning.

2.      Restoration of Umpawaug Road.  Recent ditches by CL&P.  T. Welles, M. Bakanas.  Discuss action to be taken.

The placement of boulders and drainage issues were reviewed.  R. Dean reported that there is additional road widening at the intersection of Marchant Road and Chestnut Woods Road.  The need to devise or review a remediation plan prior to CL&P implementing their plan was discussed.

T. Welles will draft a letter to N. Ketcham re: planning and monitoring of specific concerns noted i.e. ditch digging and widening of Scenic Roads. 

3.      Application to construct stone wall at 207 Poverty Hollow Road, a Designated Scenic Road.  James & Jeanne Billett, owners.  Brian Davis, agent.

Brian Davis was present.  He reported that the proposed stone is at the site.  He was requested to build a 10-foot section of the proposed stone wall for Commission review.  Mr. Davis will contact the Land Use Office when completed and Commissioners will schedule individual reviews.

4.      Subdivision Application #424, Lot #3, 5 Charlie Hill Road.  Paul Garavel (owner).  Site Walk 4/22/06.  To discuss items located in the scenic easement.  T. Flagg and N. King report.

P. Garavel was present.  T. Flagg, N. King and Eugene Connolly of the Land Trust have reviewed the property.  T. Flagg and N. King reported on their findings.  Although they would like to have more accurate monumentation of the scenic easement boundaries, they feel they can work with the maps they have.  A letter will be written to M. Guitar and the Redding Land Trust defining their views on Mr. Garavel's issues as well as the rest of the easement area.

5.      Request to Planning Commission to recommend public water supply to serve Portland Avenue.  Johann Sigurdsson, 104B Portland Avenue.  Tom Flagg's report re: N. Ketcham's subcommittee to study this issue.



       

T. Flagg will be attending the 5/25/06 meeting and report back at the next meeting.

6.      Scenic Road Ordinance.  Discuss amendments and Subcommittee status.

M. Bakanas will review the document for proposed amendments.  

7.      Storm Water Management Plan.  N. King report re: Town Subcommittee.

No new information or discussion.

8.      Saugatuck River Watershed Partnership, T. Welles report.

T. Welles reported that the meeting was rescheduled for 6/6/06 or 6/8/06.  Mr. Welles reported on his discussion with Sally Harold of the Nature Conservancy re: protection and examination of the Saugatuck River and its watershed.

9.      Discussion re: Georgetown Building Lines and report from N. Ketcham on sewage plant capacity.

No new information or discussion.



IV.  CHAIRMAN'S REPORT
        -Subcommittee Lists.

-Request to return Ryder Farm Cultural Resource Studies.
-D. Taylor and D. Stroetzel received letters re: Wayside Lane.  Due to the fact that the letters were unsigned, they cannot be addressed.

-D. Taylor noted receipt of a letter re: placement of a Cingular tower at the Town garage.




On the motion of M. Bakanas and the second of D. Stroetzel, the Commission voted unanimously to adjourn the meeting at 10:25 p.m.
