Planning Commission Minutes 09/12/2006







MINUTES

Tuesday, September 12, 2006

8:00 p.m. - Old Town House

Present:  Robert Dean, seated as Chairman; Nancy King; Donald Stroetzel; Thomas Flagg, Alt., seated for D. Taylor; Toby Welles, Alt., seated for G. Meyer.

Absent:  Diane Taylor; Greg Meyer; Michael Bakanas, Alt,

The Chairman called the meeting to order at 8:02 p.m.

I.  APPROVAL OF MINUTES -Meeting of 8/22/06



On the motion of T. Flagg and the second of T. Welles, the Commission voted unanimously to approve the 8/22/06 Minutes as corrected:  Page 4, third item under "Chairman's Report", change to "D. Taylor reported that the Zoning Enforcement Officer found a kitchen and bath in the Marini poolhouse on Rockhouse Road."



II.  ADMINISTRATIVE



1.      Suggestions for Historic Preservation.  R. Dean, T. Flagg.  Kathleen von Jena report.



K. von Jena submitted information on preservation for Commission review.  She will continue to work on seeking an affordable package to obtain historic easements.  The concept of an historic properties Commission is also being considered. 

R. Dean is meeting with K. von Jena and R. D'Angelo on Thurs., 9/14/06.  Discussion will continue at the next meeting.
 

2.      Reference Application #459, Hedgerow Reserve, Lot #9, 32 Sunnyview Drive.  Michele Holmes, agent, to present planting plan.  Site Walks on individual basis.



Discussion tabled pending attendance by the applicant at the next meeting.



3.      Reference Application #424, Lot #2, 3 Charlie Hill Road.  Paul Garavel, owner.  Letters received from Redding Conservation Commission and Redding Land Trust.



Discussion tabled pending attendance by the applicant at the next meeting.



4.      Request to build stone wall to 6 ft. ht. at 108 Umpawaug Road, a designated Scenic Road.  Judith and Peter Stant, owners.  Jorge Criollo, agent.  Site Walks on individual basis.  Reports.



R. Dean informed Mr. Criollo that he was not required to attend this meeting.   

On the motion of T. Welles and the second of D. Stroetzel, the Commission voted unanimously to commend the Stants for adhering to the requirements of the Scenic Road Ordinance in a visually harmonious way and to approve the wall as currently constructed with the provision that fill be placed on the street side of the wall as was done in the sample section so that at no point does the wall extend more than three feet above the earthen fill.



5.      Restoration of Umpawaug Road.  T. Welles, M. Bakanas.  Report from Subcommittee.



A joint report from T. Welles and M. Bakanas was read.  Discussion will continue.



6.      Scenic Road Signs.  D. Stroetzel follow-up.



D. Stroetzel reported that an additional $600.00 is needed to complete the signs.  He will discuss this with N. Ketcham.



7.      Accessory Apartment Legislation and discussion of Affordable Housing Regulations for Redding.  Preparation for next legislative session.  D. Stroetzel report.



D. Stroetzel reported on activities of different towns re affordable housing.  He suggested a symposium with legislators for further action.  Discussion will continue.



III.  PENDING

1.      Discussions re Georgetown Building Lines per report from N. Burnham and N. Ketcham on sewage plant capacity.  Public Hearing to be held on 9/26/06.



No new information or discussion.



2.      Reference Application #459, Hedgerow Reserve, Lot #8, 33 Sunnyview Drive.  Dr. S. Sherman.  To submit engineer's drainage plan.  Site Walks on individual basis.  Will attend meeting of 9/26/06.



No discussion pending attendance by the applicant at the next meeting.



3.      Pending:  Reference Application #501 Modification.  New retaining wall causing erosion and siltation on adjacent property.  Nicolle Burnham report #2.  Hay bales, silt fence and filter fabric installed.  Top of wall graded.



No new information or discussion.



4.      Pending: Application by Town of Redding for alterations to Poverty Hollow Road, a designated Scenic Road.  T. Welles, M. Bakanas.  Site Walk 4/22/06.  Highway Department request to construct ditch.



T. Welles will be in contact with B. Sanford on  9/13/06.  Discussion will continue.



IV.  CHAIRMAN'S REPORT

On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to adjourn the meeting at 9:35 p.m.
