Planning Commission Minutes 10/10/2006








MINUTES

Tuesday, October 10, 2006

8:00 p.m. - Old Town House

Present:  Diane Taylor, Chairman; Robert Dean; Nancy King; Donald Stroetzel; Thomas Flagg, Alt., Toby Welles, Alt., seated for G. Meyer.

Absent:  Greg Meyer; Michael Bakanas, Alt.

Also present:   Jo-an Brooks, Land Use Coordinator
                John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 8:05 p.m.

I.  APPROVAL OF MINUTES -Meeting of 9/26/06



On the motion of R. Dean and the second of D. Stroetzel, the Commission voted unanimously to approve the 9/26/06 Minutes as corrected:  Page 2, third paragraph under Item 4., second line, change to "The present coat is the final coat."



II.  PUBLIC HEARING CONTINUED

Proposed Building Line for west side of Main Street, Georgetown

J. Hayes provided figures comparing before and after total square footage of each property on Main Street subject to adoption of the proposed building line.  R. Bosch noted that the numbers seemed high.  R. Dean concurred and stated that  some changes may be required for such things as an Inland/Wetland License.

Mr. Hayes conceded that the numbers need to be reconfigured.  He will present the adjusted numbers at the next meeting.  The Public Hearing will continue to the next meeting.



III. PUBLIC HEARING TO OPEN

Resubdivision Application #511, Georgetown Land Development Company, 1 North Main Street.  Proposed resubdivision of approximately 2 acres into 3 lots.  Received 9/26/06.

D. Taylor stated that notice of the Public Hearing was reported in the Redding Pilot last week and two times in the Danbury News-Times. 

D. Taylor noted receipt of the following new information:

-Tentative approval from the DEP  re: stream channel encroachment.
-Approvals from the 9/27/06 Zoning Commission meeting.

Atty. Richard Gibbons reviewed the history of this application and the need for this change.  He submitted a compliance memo, notices and receipts of notification to abutting land owners, the Conservation Commission License #05-54 for these amendments, the State Traffic Commission permit, an application for a variance submitted to ZBA and a copy of the Declaration and Covenants and Restrictions.

Mr. Gibbons requested incorporation of the record of Sub. Application #508 into this application.  Various revised plans were also submitted.

T. Gallagher and B. Gilchrist reviewed details of the proposed new application changes.

The Public Hearing will continue to the next meeting.



IV.  ADMINISTRATIVE

1.      Suggestions for Historic Preservation.  R. Dean, T. Flagg.  Kathleen von Jena update.

K. von Jena was present.  She provided an update on recent progress.

2.      Reference Application #459, Hedgerow Reserve, Lot #9, 32 Sunnyview Drive, Michele Holmes, agent, to present planting plan.  Site Walks on individual basis.

J. Slattery was present.  Commissioners reviewed the proposed planting plan and made suggestions for increasing the buffer by increasing the density of trees.  A phased installation was discussed with planting evergreens now and deciduous trees in the Spring.  Mr. Slattery will run a string circumference around the location and size of proposed trees.  He will call the Land Use Office when complete for Commission inspection.

3.      Restoration of Umpawaug Road - T. Welles, M. Bakanas.  Update.

T. Welles reported that curtain drains have been installed.  Paving and final top coat will begin 1 ½-2 days per Bruce Sanford.  Excess width areas will be covered with earth prior to the final coat and bumps will be restored.

4.      Accessory Apartment Legislation and discuss of Affordable Housing Regulations for Redding.  Preparation of next legislative session.  D. Stroetzel update.

D. Stroetzel reported on the proposed Massachusetts conveyance tax legislation which was turned down.  New Milford also turned down proposed legislation.  Mr. Stroetzel will be attending a United Fund conference in Danbury on 10/11/06.  He will follow-up on recent activity in Trumbull and report at the next meeting.



III.  PENDING

1.      Pending:  Reference Application #459, Hedgerow Reserve, Lot #8, 33 Sunnyview Drive.  Dr. S. Sherman.  Site Walks on individual basis.  Engineer's drainage plan to be completed.

2.      Pending: Reference Application #501 Modification.  New retaining wall causing erosion and siltation on adjacent property.  N. Burnham report #2.  Hay bales, silt fence and filter fabric installed.  Top of wall graded. Will call when seeded.

3.      Pending:  Application by Town of Redding for alterations to Poverty Hollow Road, a Designated Scenic Road.  T. Welles, M. Bakanas.  Site Walk 4/22/06.  Highway Department request to construct ditch.

T. Welles reported that per B. Sanford, the schedule for the alterations is pushed back three weeks.

4.      Scenic Road Signs.  D. Stroetzel follow-up.  Report from N. Ketcham.  All signs ordered.



IV.  CHAIRMAN'S REPORT

1.      Commissioner's qualifications/areas of expertise.
2.      N. King is gathering information on storm water management for later discussion.
3.      T. Flagg is in contact with N. Ketcham re: public water in Georgetown.
4.      T. Welles reported on recent activity re: Saugatuck Watershed Partnership.




On the motion of T. Welles and the second of N. King, the Commission voted unanimously to adjourn the meeting at 9:58 p.m.
