The Chairman called the meeting to order at 8:05 p.m.
On the motion of R. Dean and the second of N. King, the Commission voted unanimously to add a memorandum from Toby Welles and Mike Bakanas to the agenda as Item II. 3.
I. APPROVAL OF MINUTES - Meeting of 2/28/06
On the motion of D. Stroetzel and the second of M. Bakanas, the Commission voted unanimously to approve the 2/28/06 Meeting Minutes.
II. 1. Application for tree removal, replanting and realignment of island at intersection of Umpawaug Road, a designated Scenic Road, and Diamond Hill Road. Plans to be submitted by Highway Superintendent.
Bruce Sanford submitted a sketched plan and photographs which were reviewed by the Commission. He also discussed proposed replacements as recommended by Georgina Scholl.
On the motion of R. Dean and the second of D. Stroetzel, the Commission voted unanimously to approve the application for tree removal including tree replacement per G. Scholl's suggested species and require that the lowest branches of the tree be at a height to preserve sight lines.
2. Application by Town of Redding for alterations to Poverty Hollow Road, a designated Scenic Road. Plans to be submitted by Highway Superintendent.
Bruce Sanford reviewed the proposed alterations to the culvert and drainage ditch. He will submit a detailed plan. N. Burnham briefly made comments and will submit a report for discussion at the next meeting.
3. M. Bakanas read a draft report he co-wrote with T. Welles regarding restoration of Umpawaug Road. Discussion will continue at the next meeting.
III. PUBLIC HEARINGS - CONTINUED
Subdivision Application #507, 80 Laurel Lane FKA 61 Starrs Ridge Road. Margaret and Abraham Alvarado (owner), Adam Lubarsky for 132 Redding Road, LLC (agent). Proposed subdivision of 4.6 acres into 2 lots. Received 12/13/05. Public Hearing opened 2/14/06. Site Walk 2/18/06. Public Hearing continued 2/28/06. Deadline to close Public Hearing meeting of 3/14/06.
Adam Lubarsky was present along with Tom Quinn of Peak Engineering.
D. Taylor stated that all maps and documents and qualifications of the consultants are hereby incorporated into the public record on Subdivision Application #507.
D. Taylor read a memo dated 3/11/06 from J. Hayes and a report dated 3/13/06 from N. Burnham.
Mr. Lubarsky stated that the plans have been revised in response to items noted in J. Hayes' report. Changes will be documented on the final maps and drawings.
N. King read a letter from the Town of Ridgefield Dept. of Public Services re: road construction and access in Ridgefield.
On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously to close the Public Hearing.
Subdivision Application #508, Georgetown Land Development Company, LLC. North Main Street. Proposed subdivision of 45 acres into 106 lots. Received 12/13/05. Public Hearing opened 1/24/06. Public Hearing continued 2/28/06. Deadline to close 2/28/06. Permission to extend granted through 3/14/06.
Atty. Gibbons was present along with members of the GLDC team. The following new information was noted and read or summarized into the record:
D. Taylor stated that all maps and documents and qualifications of the consultants are hereby incorporated into the public record on Subdivision Application #508.
-K. von Jena read the report co-authored with S. Reeve on the cultural resources assessment by Historic Perspectives as well as a list of proposed road names.
D. Taylor read or summarized the following new information:
-letter dated 3/7/06 from Southwestern Regional Planning Agency
-letter dated 3/7/06 from Fairfield 2000
-letter dated 3/10/06 from Janet Metzger
-letter dated 3/14/06 from N. Bellantoni, CT State Archaeologist
-letter dated 3/13/06 from Milone & MacBroom re: outstanding issues
-memo dated 3/14/06 from J. Hayes
R. Sitkowski submitted a summary of covenants dated 3/3/06 and a recap on affordable housing dated 3/14/06.
C. Couch, Town Historian, reviewed additional name suggestions. He requested further consideration to the names presented tonight for their historical significance to Georgetown.
Atty. Gibbons reviewed covenant revisions. Atty. Sitkowski will consult directly with the applicant re: establishment of standards for maintenance.
Atty. Gibbons submitted additional compliance items for the record.
On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously to close the Public Hearing subject to receipt of comments from consultants and Counsel.
IV. TO VOTE: COMMISSIONERS DISCUSS MODIFICATIONS AND CONDITIONS OF APPROVAL OR REASONS FOR DENIAL. INPUT FROM PUBLIC AT PUBLIC HEARING ONLY.
Subdivision Application #506, Ryder Farm: Luemily Ryder. 224 Umpawaug Road. Proposed subdivision of 33.197 acres into 5 lots. Received 10/11/05. Presentation 10/25/05. Site Walk 10/29/05. Public Hearing opened 12/13/05. Closed 1/10/06. Deadline to Vote 3/14/06.
Mr. and Mrs. Warren were present along with Mr. Valeri and Mr. Falciglia. D. Taylor reported that those Commissioners who missed and portion of the Public Hearing have listened to the tapes.
On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously that having considered the record in this application including the report of the Inland Wetlands Commission, that development of Land Requiring Special Precautions on Lot(s) 1, 2, 3, 4, and 5 be permitted in accordance with Section 3.3 and 4.1.6 of the Subdivision Regulations. As proposed, no adverse impact will be created to health, safety, natural resources, the natural environment and indigenous character of the land.
On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously that based on the evidence and the record compiled before this Commission, to approve Application #508, Ryder Farm, 224 Umpawaug Road, Luemily Ryder, owner, subject to the Special and Standard Conditions (attached and on file at the Land Use Office.)
V. PENDING.
Application to construct stone wall at 207 Poverty Hollow Road, a designated Scenic Road. James & Jeanne Billett, owners. Brian Davis, agent. Meeting of 3.28.06.
No new information or discussion.
Accessory Apartment Legislation per 8-30g.
No new information or discussion.
VI. CHAIRMAN'S REPORT
D. Taylor read a letter from N. Ketcham regarding the addition of an agenda item re: names for Georgetown Park. The Commission concurred with the proposed name of Gilbert -Miller Park and a letter to that effect will be forwarded to the Selectmen.
On the motion of M. Bakanas and the second of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:50 p.m.
