PRESENT:  Chairman- Paul Degener; Todd Bennett; Paula Darlington; Jan Dorenbosch; Lisa LeBlanc Meredith McClung; Gary Miyashiro
STAFF:  Rob Blick, Director

The meeting was called to order at 7:41 p.m.  
APPROVAL OF MINUTES: from April 26, 2010 Mtg. Upon motion of Mr. Miyashiro and second of Ms. LeBlanc, the Commission voted unanimously to approve the minutes. There was no May meeting due to lack of quorum.

DIRECTORS REPORT:  The Commission discussed Mr. Blick’s monthly report. Sports Camp enrollments are going well but Day Camp enrollments are down. Topstone passes are selling as well. The Fishing Derby was a great success and will be repeated.  Commission members discussed what types of events at Topstone Park would require a permit from the Zoning Department. Mr. Blick advised that he has drafted a letter to be sent to Planning & Zoning that he will review with Mr. Degener. IT Tech services have transitioned from Lighting PC to the RE9 Schools IT staff. They are installing RecTrac updates and online RecTrac registration software training for Park and Rec staff will take place later in the summer.

LETTERS/CORRESPONDENCE:  Commission members discussed a broader Park and Rec soccer program, similar to the basketball program. There was discussion as to the Community Garden and that some residents may not be in favor of an expansion. Mr. Blick received a quote for a water tank storage system of approx. $8,000 that could be used at the site, so as to not put a strain on the existing water pump system. The cost of a new water storage system would be approximately the same as a new pump system. Mr. Degener advised that Redding Athletic Fields Committee is investigating moving the well as part of the expansion and adding artificial turf on RCC Field #2. The possibility of tying in the well and/or holding tank from a new well at Field 2 to a Community Garden faucet was discussed.

TOPSTONE PARK: Commission members discussed the improvements at Topstone Beach. Specific improvements include:
1. Adding sand to the western beach to increase shaded area
2. Moving lockers from current location to across from shower and move soda machine to another location
3. Eliminating the grassy area and replacing with sand and a rock/boulder sand retaining wall
4. Installation of a Playscape

Mr. Degener asked Commission members to give official approval so that theses four improvements could proceed, some of which would take place immediately, others over time. Upon motion of Ms. LeBlanc to approve the four point plan for improvements at Topstone Park, Mr. Dorenbosch seconded and the motion carried unanimously.

There followed discussion as to whether the plan would require approval of residents or initial input from residents as to what changes they would like to see at the park. It was agreed that improvements #1 and #3 are “maintenance amenities:” (Adding sand to the western beach area and eliminating the grassy area and replacing with sand) and would proceed; and #2 and #4, (Moving lockers from current location and installation of a Playscape) would require further investigation and presentation of an organized plan to the Town.

Next steps for #1 & #3 are to move forward, and for #2 & #4 would include cost analysis and an organized plan to present to the Board of Selectmen. Mr. Degener and Mr. Blick will work together on a presentation for the Board of Selectmen on the planned improvements at Topstone.

At 9:26 p.m., the Commission went into Executive Session to discuss personnel issues.

At 9:37 p.m., the Commission exited executive session and the meeting adjourned at 9:37 p.m.

The next scheduled meeting will be a special meeting on July 19, 2010 at 7:30 p.m.
