Parks and Recreation Commission
Monday, April 28, 2008 - 7:30 pm

PRESENT: Chairperson – Lee Morgan, Kevin Connolly, Shannon Craley, Paul Degener, Greg Frierson, Liz Sager, Jarod Smith, Kim Taylor

STAFF: Rob Blick, Director

7:45 p.m.  - Call to order

Approval of the minutes of March 24, 2008 meeting
Next scheduled meeting was April 28 instead of 21.
Motion to approved Paul Degener second Greg Frierson.


Questions about Director’s Report –
Rob met with Bill Alverez (Board of Finance Chair). On May 6th the town is asking for 17% tax increase in referendum and if it doesn’t pass, departments are going to have to look at cutting staff. Rob explained that staff is important and limited. Bill and Rob then had a discussion about raising revenue. Rob told Bill that he could increase prices but that doesn’t always result in revenue increases as it usually results in less people registering for programs.  The Commission recommended some ways of increasing revenue (teen night, rental fees for community groups, Topstone rental, more birthday parties). Rob also mentioned to Bill that having on line registration would have increased revenue and raising rates without money for the server would be a mistake.
Rob will come up with some revenue stream solutions and some statements on the importance of the staff. An emergency meeting is scheduled Thursday May 8 at 7:30p.m. in order to discuss this more fully.

Extended Day - Mary Jo
Kindergarten wait list. -
Commission was asked to allow teachers with kindergarteners in the program before other kids.
Although all the commissioners want to help the teachers, a majority of the commissioners agree that the process needs to be fair and equitable. Sign up will begin Monday, August 18 beginning 9 a.m.

There is an opening for a frequent flyer for a 3rd grader moving out of town next year. Her spot will go to the next person on the Grade 1-4 wait list.

Topstone Enhancement – Paul
Due to time constraints, we will brainstorm on ways to market Topstone at next meeting.
Paul asked us to look in our archives and send him good pictures of Topstone Park. He has already gathered pictures and started putting together prices for a Topstone promotional pamphlet.

Quality Assurance Audit Report – Rob
Audits were performed. Rob shared results with commission.
        
Fields – Paul & Jarod
Attorney General has proposed a moratorium on building artificial turf. Turf project is on hold.
Public Comment
Mountain Workshop wants to use Topstone.  They are going to pay. They will use the area near the dam. They supply their own lifeguard, insurance etc.
New Pond Farm is also allowed to use the park this summer.
