Redding Park and Recreation – Meeting Minutes
Date: April 26, 2004
Town of Redding, Connecticut


PRESENT:  Chairperson-Siobhan Streams; Joe Ventricelli, Paul Degener, Charlie Fields,
Joe Dolan, Tushar Shah.
STAFF:  Rob Blick, Director; Debbie Clark, Administrative Assistant.
The meeting was called to order at 7:38 p.m.  
The minutes from March 31st were approved.

PUBLIC COMMENT/LETTERS/CORRESPONDENCE – Nothing shared.

DIRECTORS REPORT: Park and Rec. put $10,500.00 as part of a split expense toward buying a new truck.  Mr. Blick was able to use money that had been budgeted for summer camp and Topstone.  Both will be starting later than budgeted for due to so many snow days and school getting out so late this year.  The wheel units that Soccer purchased to go with the nets came in and will be installed.   

COMMUNITY CENTER BUILDING COMMITTEE:  There have been no meetings.  Mr. Shah has been on this committee and will represent Park and Rec at any future meetings.

JBHS BUILDING COMMITTEE LIAISON:  The project is about one million dollars away from completion. The money is not available.  Fields A, B, C, the competition field, and the tennis courts will not be finished.  This will have a severe negative impact on the athletic groups.  Mr. Ventricelli wondered whether there was anything the Commission could do as a group, perhaps educating the public more about the impact that this will have on the town.  There can’t be a first class school with no fields.
 
COMMUNITY CENTER STEERING COMMITTEE:  The second storage unit is here.

FINANCE COMMITTEE/BUDGET:  There was nothing to report.  Mr. Blick received the numbers right before he left for vacation and hadn’t been able to review them.

PROGRAM DEVELOPMENT AND EVALUATION COMMITTEE:  There was nothing to report.
 
TOPSTONE PARK ENHANCEMENT COMMITTEE:  Mr. Blick will send a letter to the Friends of Topstone inviting them to help with Topstone clean up on Saturday May 15th.  He will invite the Cub Scouts to help out the following Saturday, May 22nd.
ORGANIZATION/PERSONNEL COMMITTEE:  The Commission went into Executive Session at the end of the meeting to discuss Mr. Blick’s evaluation.
ATHLETIC FIELDS COMMITTEE:  There was more discussion about only having a quarter back stop instead of a full one.  The cost of fixing it will be looked into.  Many of the same issues regarding the fields were discussed.  Unfortunately, the fields have already been accepted.  Due to the lack of fields, in particular the Barlow field situation, there is now a lot of concern about over using the available fields and damaging them.  The Commission feels strongly that Park and Rec will need to decide who to say no to.  This needs to be communicated to all user groups as well as the town in general.  Mr. Degener is updating the data on the need for fields – especially now that the JBHS fields will not be done.  The next Athletic Fields meeting will be
Tuesday, May 4th at 8:00 p.m. at the Town Hall.

GYM FLOOR COVERING COMMITTEE/MARK TWAIN BOOK FAIR:  The floor covering will be ordered and delivered by the beginning of June.  We will be getting the rack as well as the stands for it.  It was agreed that a letter will be sent to the Mark Twain Library thanking them for purchasing the cover.  It was suggested that maybe there could even be a ribbon cutting before the first use of it.  

COMMUNITY CENTER GROUNDS COMMITTEE:  Norval Lunan came by last week to do work on the fields.  He was not able to complete work on Field 2 as it was wet.  He was concerned as it was much wetter than it should have been.  Someone will be coming to check the drainage this week an give an opinion as well as an estimate of the cost to fix it.
