PRESENT:  Chairperson-Siobhan Streams; Joe Ventricelli, Steve di Costanza, Tushar Shah, Dave Emison,
Paul Degener
STAFF:  Rob Blick, Director; Debbie Clark, Administrative Assistant.
The meeting began at 7:36 p.m.  
The minutes from January 22nd were approved.

PUBLIC COMMENT/LETTERS/CORRESPONDENCE
·       Mr. Blick received a copy of a letter that Natalie Ketcham sent to Isabelle Farrington.  It was in response to Ms. Farrington’s letters expressing her objections and concerns regarding the building of fields on Sunset Hill.  Ms. Ketcham explained to her that this matter was still under investigation by a subcommittee and that there would be plenty of opportunity for those who oppose to express their opinions.

DIRECTORS REPORT:
Mr. Blick met with Mercedes, Mike Cardillo, and Ms. Ketcham to reiterate again the reasons why money is being withheld from Mercedes.  
Next months Park and Rec. Commission meeting will be moved to April 15th.

COMMUNITY CENTER BUILDING COMMITTEE:  There was no discussion.

JBHS BUILDING COMMITTEE LIAISON:  Ms. Streams received the minutes from the last meeting and there was nothing mentioned in them about the fields or gym.
COMMUNITY CENTER STEERING COMMITTEE:  Mr. Blick and Mr. Roman decided that letters will go out to Community Center users clarifying that they need to call to cancel when they are not going to use a room as well as some other issues.  Canceling would be common courtesy as well as enable the custodians to clean the room earlier.  If the problem continues, perhaps there will need to be a fee.

FINANCE COMMITTEE/BUDGET:  There was no discussion.

PROGRAM DEVELOPMENT AND EVALUATION COMMITTEE:  There was no discussion.  
 
TOPSTONE PARK ENHANCEMENT COMMITTEE:  Mr. Blick will be arranging a day to go up to Topstone with Mr. Ventricelli and Mr. di Costanza to look around the park and see what needs to be done.
ORGANIZATION/PERSONNEL COMMITTEE:  Mr. Blick will be evaluated by the committee.  Mr. Emison will get together some evaluation forms.
ATHLETIC FIELDS COMMITTEE:  The Couch Hill Preserve was walked through by Nazzaro’s to get a preliminary design bid.  The committee has not submitted any formal presentation to the town.  They have invited any neighbors who would like to be on the committee to do so.  So far there has been no response.

The Commission feels that Park and Rec needs to start putting online cancellations, calendars with schedules of what is going on in the gym and other pertinent information.   They would like Park and Rec to have the ability to instantly change things when they need to be changed and not have to go through Town Hall.  Mr. Emison suggested that perhaps Mr. Blick would need help in getting this together.  Mr. Shah offered to help.  Mr. Blick will get the ball rolling.

GYM FLOOR COVERING COMMITTEE/MARK TWAIN BOOK FAIR:  Mr. Blick met with Jane Hickok and she let him know the exact hours that the Mark Twain Library will need the building for the book fair.  

Mr. Blick and Mr. di Costanza will bring Willie Roman along with them to look at the gym floor covering.  With storage being a problem, Ms. Streams suggested getting some of the out of season equipment out of the storage shed and putting it at the town garage.  Mr. Shah knows someone who can maybe figure out a rolling/storage solution.  June 1st is the target date to get all of the issues ironed out.

COMMUNITY CENTER GROUNDS COMMITTEE:  Mr. di Costanza gave Mr. Blick samples of turf blankets.  Mr. Blick has arranged for a March 29th irrigation turn on date.  The work on the fields can commence after that date.
