PARK AND RECREATION COMMISSION
REGULAR MEETING MINUTES
Monday, April 25, 2011

PRESENT:        P. Degener, J. Dorenbosch, G. Miyashiro, L. LeBlanc, S. Goldman, T. Bennett, G. Loery
Staff present:  R. Blick
Chairman Degener called the April 25, 2011 meeting to order at 7:31 pm

DIRECTOR’S REPORT
Mr. Blick reviewed his written March report with the Commission.  
Topstone Hydroraking:  the Conservation Commission approved and issued a 5-year permit for the work.  Work is scheduled to be done May 9, 2011.
Concert-on-the-Green:  Concerts will begin on Sunday, June 21.  Mailings for donations have been mailed out and donations to date total $3,500.
Fields:  the fields are very wet due to the excessive rain and the snow over the winter.  Mr. Blick expects the fields to be available for use this week.
Summer Staffing:  Mr. Blick indicated staffing is in place for Topstone and the camps.  

LETTERS/CORRESPONDENCE
A letter was received from the 5th grade Girl Scout troop indicating an interest in working on beautification projects at Topstone Park, including gardening and painting.  Mr. Blick and Mr. Degener will work on a listing of projects that they could do.

ONLINE REGISTRATION
Mr. Blick reported that 31% of the registrations since April 1 have been “online” registrations.  He added that currently the Extended Day program does not have access to “online” registration, but there are plans to that program to be included in the fall.

The online RecTrac system is scheduled for updating in May. The system will be “down” for one day for installation – a request was made, and Mr. Blick confirmed he would be sure both a pre-announcement warning of the pending shutdown and a “Temporarily Unavailable for Maintenance” page would be put in place indicating when service will be restored. Mr. Dorenbosch emphasized it should be carefully tested before going live

RAFC UPDATE
Mr. Degener and Mr. Dorenbosch presented the Committee’s update on fundraising for the Redding Community Center Field #2 project.  Mr. Degener reaffirmed that the responsibility of field use/management and user group assignment rests solely with the Park & Recreation Department.  Donations by user groups will not influence the allocation of field use.

The group discussed and brainstormed on fundraising activities and opportunities.

2011 BUDGET STATUS UPDATE
No new information, the budget referendum vote is Tuesday, May 3, 2011.

MUSIC EVENTS UPDATE
The subcommittee for Music events (Mr. Bennett, Ms. McClung and Mr. Blick) is working on ideas to improve the “décor” and setting for the Lyrics Coffee House programs to be held in 2011-12. Mr. Degener will be scheduling a brainstorming meeting later in the spring.

TOPSTONE PRESERVATION AND PLANNING COMMITTEE
Mr. Degener reported May 7, 2011 is the date scheduled for the moving of the playscape equipment from the current location to Topstone Park.  Mrs. LeBlanc noted that this is a very busy day, with many community activities scheduled, including Frog Frolic and a Boy Scout Dinner.  Mr. Blick will follow up on the site preparation at Topstone Park.

2011 PARK & REC TOPSTONE PATRON SURVEY
The draft survey was reviewed and edited.  Ms. LeBlanc will incorporate all changes and finalize the survey for an online digital version. The revised draft with all of the recent edits will be re-distributed to the Commission in the coming weeks before being put into a digital form.
