Thursday, September 24, 2009

In Attendance: Ms. O’Donnell, Ms. Sullivan, Mr. Takacs, Mr. Guffey, Mr. Gniadek, Mr. Lewis and two members of the public – Mr. Martin and Mr. Bonfanti

Call to order at 7:35pm

Approval of Minutes:

Motion (Sullivan, Guffey) to approve the minutes of the August 26th meeting approved 4-0 with Mr. Gniadek and Mr. Takacs abstaining.

  • Public Comment:  None
  • Controller Steve Gniadek was introduced to the Committee. Mr. Gniadek has researched long range planning and found a document from Massachusetts that may prove to be useful. This will be discussed at a later meeting.

  • Ms. O’Donnell circulated the latest draft of the spreadsheet detailing the Long Range Capital requests from the various Town departments. A number of updates to the numbers were identified by Ms. Sullivan and Mr. Takacs. Mr. Guffey asked about the accuracy of some of the estimates for larger items 4-5 years out on the plan. The discussed that projects farther into the future are naturally fluid in regards to their cost and priority but that creating this plan is a valuable exercise.

  • The Committee agreed that a revised draft will be presented to the Board of Selectmen at their next meeting by Mr. Takacs so that The BOS can, if it chooses, evaluate the “wish list” of projects on the Plan. The Plan will then be returned to the Committee for any updates and then forwarded to the Board of Finance for their review.

  • The next meeting of the Committee will in November before the start of the next Budget Cycle.

  • Public Comment:
  • Mr. Bonfanti asked why there are no Region 9 items on the Plan. The Committee discussed that since so much of the facility is new or renovated there are currently no planned Capital repairs that will not be covered by the Region’s very small Capital Budget. Should the Region 9 Board decide on any larger capital improvements those would go before the voters in a separate referendum.
  • Mr. Martin asked whether the Highway Department trucks last 10 or 15 years as different assumptions have been suggested recently. Mr. Takacs explained that 10 years is now thought to be the proper number. The Committee discussed that in some past years a replacement amount, as suggested in the Committee’s Draft Plan, was included in the Annual budget.

Motion to Adjourn (Takacs, O’Donnell) approved unanimously at 8:32pm
