REDDING BOARD OF FINANCE
MINUTES
January 24, 2011

Present: Alvarez (Chairman), Dolan (7:38 pm), Mazzucco, Yonkers
Also present:  Controller Gniadek, Treasurer O’Donnell, First Selectman Ketcham, Selectmen Takacs & Pemberton, Tax Collector Moisio

Chairman Alvarez began the January 24, 2011 meeting at 7:34 pm

A quorum was not present.

TAX COLLECTOR’S REPORT
Tax Collector Moisio reported that collections are at 83% of the collectible budget as of today.  She anticipates additional payments this week.  

Mrs. Moisio added that $155,000 was collected for prior year taxes (budgeted $150,000) and that $75,000 was collected for interest (budgeted $75,000).  

Mr. Dolan arrived, 7:38 pm

CALL TO ORDER
A quorum was now present, and the meeting was called to order at 7:39 pm

APPROVAL OF MINUTES
Motion: move that the Board of Finance accept the minutes of the December 20, 2010 meeting as submitted.Mazzucco, Dolan.  Approved.Unanimous.

CONTROLLER’S REPORT
Mr. Gniadek reviewed the status of year-to-date revenue and expenditures. Snow removal costs were discussed.  To date, approximately $199,000 has been expended, leaving a balance of about $50,000.  Highway Superintendent reported that he has salt and sand inventory to cover two more storms.  Total snow fall to date is 55 inches.  There may be some FEMA assistance for the January blizzard and municipalities in Fairfield County will collectively apply for relief.

A full time accounting clerk, Krista Gramer, began work on January 4, 2011.  

The budget workshop, originally scheduled for Friday, January 21, 2011, is now scheduled for Thursday, January 27, 2011.

TREASURER’S REPORT
Mrs. O’Donnell submitted a written report for the account balances.  Total balance, as of January 20, 2011, is $12,726,193.

Discussion of internal controls with respect to the wire transfers of Town funds followed. Treasurer O’Donnell noted that the wire transfers made, beyond the transfers to the school accounts, are for bond payments.  Mr. Mazzucco suggested that a control system/policy should be in place to protect the Town’s interests.  Mrs. Yonkers asked that other towns be consulted on their procedures and process.  Mr. Gniadek will follow up on this issue.


WPCC UPDATE
Mrs. Moisio, reporting for the Water Pollution Control Commission, noted that the Commission was able to pay their bills for the current month, but would likely need additional funding in February.  The completion of the quit claim process for the plant has not yet been finalized.  GLDC/GSTD is reluctant to finalize that process at the current time.

ADMINISTRATIVE MATTERS
First Selectman Ketcham distributed copies of the printed Redding Annual Report for 2009-2010.
