REDDING BOARD OF FINANCE
REGULAR MEETING
August 31, 2009

Present: Alvarez (Chairman), DeSalvo, Guffey, Viscio, Dolan (8:00 pm)
Also present:  First Selectman Ketcham, Selectman Takacs, Controller Gniadek, Treasurer O’Donnell, Tax Collector Moisio, and eight members of the public.

REPORT FROM CONTROLLER
Mr. Gniadek submitted a written report.  He reported on significant changes to the budget status.  He reported there is a shortfall in the Interest Income account as a result of falling interest rates.  Additionally, the Building Department is projecting inspection fees will be less than budgeted for the year.

On the expense side of things, Mr. Gniadek noted that the fuel oil for the Town’s use was budgeted at 30,000 gallons at $2.24/gallon.  The initial purchase of oil through the consortium was in the fall and the Town committed to a purchase of 10,000 gallons of the 30,000 gallons needed, in the hope that the cost per gallon would decrease.  Mr. Gniadek reported the current price, if the Town was to commit to the remaining 20,000 gallons, is $2.58.  

Motion: move that the Board of Finance direct the Controller to lock in oil prices for the remaining 20,000 gallons needed for the fiscal year.  DeSalvo, Viscio.  Approved. Unanimous.

APPROVAL OF MINUTES
Motion: move to approve the minutes of the July 27, 2009 meeting as corrected. DeSalvo, Viscio Approved. Unanimous.
Correction: The Treasurer’s name, Peg O’Donnell, was incorrectly printed in two places on page 2.

PUBLIC COMMENT
Dan Heller, Sport Hill Road:  Mr. Heller announced that he is the new Treasurer for the Georgetown Special Taxing District.  He also announced that GLDC has a new managing partner, Rocco Trotta, replacing Steve Soler. Mr. Trotta will be asked to attend the Board’s next meeting.

James Miller, Middlebrook Pond Road: questioned the amount of roadway work being done compared with the amount planned. Mrs. Ketcham responded that the Highway Department had some cost savings from the previous bond for roadway work, and that enabled the Department to do work on an additional road.

Mr. Miller also questioned the reports being generated by the Controller.  Mr. Alvarez responded that the report format is a “work in progress” and the report format is evolving.  He believes the history of monthly spending over a few years provides good information for board members. Mr. Gniadek added that the State is working on a “standard” format for reports and he will ask board members to review the new format and determine if the format would be useful.

AGREEMENT WITH DOT REGARDING ROUTE 107/NORTH MAIN&PORTLAND AVENUE AND ROUTE 107 & ROUTE 57 INTERSECTIONS
Mrs. Ketcham reported a funding mechanism through the regional planning agency, HVECO, is in place to fund the work on the two intersections.  Both intersections are crucial to the GLDC project and to the Georgetown Streetscape project.  The monies, $1,700,000 will flow through the Town of Redding and the project will be managed by the Town.  The next step in the process is a public information meeting and formal resolution by the Board of Selectman to go to contract with the DOT.  Mrs. Ketcham believes the work will be scheduled for the construction in the Spring 2010.

REPORT FROM TREASURER
Treasurer, Peg O’Donnell reported a meeting of the Long Range Capital Planning Committee will have a report for the board at the September meeting.

REPORTS FROM BOARD MEMBERS
Mr. DeSalvo reported the school Superintendent Search is near completion.  Candidates are currently being interviewed and the Committee anticipates a recommendation in the next week.

Mr. Viscio asked if the Swine Flu would have any impact on the budget and asked how the Town was preparing for handling the problems the flu could create.  Mrs. Ketcham stated that Health Officer Hartline and Emergency Management Director Takacs were addressing the potential needs of the Town.  A mass vaccination clinic plan is in place if it is needed.  

PUBLIC COMMENT
Steve Martin, Mountainview Drive:  asked about the tax status of GLDC.  Tax Collector Moisio reported the account is in arrears, having missed the January 09 and July 09 tax payments.  The amount in arrears is about $300,000. GLDC is selling three parcels, and have paid the taxes for these three parcels. She added that GLDC has asked about having a tax lien sale, but she did not have further information on this issue.
