REDDING BOARD OF FINANCE

 

REGULAR MEETING

 

November 27, 2006

Present:  Alvarez, Cotton, DeSalvo, Dolan, Viscio

Also present: Hutvagner, O’Donnell, Takacs,  and four members of the public

Mr. Cotton called the November 27, 2006 meeting to order at 7:30 pm in the Hearing Room of the Redding Town Office Building. 

 


APPROVAL OF MINUTES


Motion:  move to approve the minutes of October 30, 2006 as submitted.  Dolan, Alvarez.  Approved. 4-0-1.  Viscio abstained.  

 

2005-2006 PRELIMINARY FINANCIALS

James Lyons of Kostin, Ruffkess & Company reviewed the draft audit document with the board members. He anticipates the completed report will be available for the December meeting.

 

YEAR TO DATE FINANCIALS & CONTROLLER’S REPORT

The year to date financial report was reviewed. Mr. Hutvagner reported all departments are tracking under budget.

 

WESTPORT SOLAR CONSULTANTS PROPOSAL

Mark Pizzi of Westport Solar Consultants provided information regarding the benefits of installing solar panels on municipal buildings. There is a grant money available to offset costs through the Clean Energy Fund. The first phase of investigation of the feasibility and financial benefits of energy savings is an evaluation of the Town’s buildings.  Four of the Town’s buildings will be considered:  Redding Elementary School, John Read Middle School, the Highway Department, and the Community Center.  Mr. Pizzi’s proposal is to conduct a solar PV feasibility assessment and deliver the following components: a system design/roof drawing, economic profile including project return, cost-benefit ad project net present value, impact of solar on electric generation and monthly generation expense, environmental impact specific to green house gases, and project recommendations. 

 

The cost for the preliminary process if $4,950.  Mr. Cotton agreed that the cost will be divided between the Town and the school accounts.   The work is to begin immediately and be completed within 21 days.

 

PUBLIC COMMENT

Jim Miller, Middlebrook Pond Road:  request for a final accounting of projects as they are completed, i.e. school roof project, oil tank removal project, school windows, etc.  He asked how much of the approved funding was actually expended.  Mr. Hutvagner was asked to gather this type of information.

 

ADMINISTRATION MATTERS

The Town of Redding is participating in the a consortium of the Connecticut Conference of Municipalities for electricity rates.  The Town will have the option of taking the bid price or staying with the current price.

 

Ms. O’Donnell, Town Treasurer, reported some borrowing was completed early in November to fund the remaining highway work.  In addition, the Georgetown Tax District has borrowed some money.  As this group is a subsidiary of the Town, the borrowing has a relationship to the Town’s financial status.
