I.   Approval of Minutes from February 4, 2009
The minutes were approved as corrected after noting a grammatical error.

II.  Reports

Ms. Sibilio presented the Heritage Center Report to the Commission. There were 217 van trips in February for a total of 1,626 miles.

Ms. Rehme gave a brief report as to the Programs Sub-Committee. Popular programs are currently under review. Cost effectiveness of lunches was also discussed.  Those surveyed expressed interests in programming focused on fitness and cultural events.

Ms. Sibilio reported that the Meals on Wheels program has had some difficulty with the empty thermal bags being left at the Congregational Church and a delay in picking them up. One solution may be to keep a small covered container outside of the Heritage Center to store the empty bags until pickup on Monday.

Ms. Schiron presented the Municipal Agent’s Report to the Commission. Ms. Schiron met with First Selectman Natalie Ketcham and Park and Recreation Director Rob Blick to discuss results of a recent survey. The Park and Recreation initiated survey queried residents on the use of the Community Center and public perception. Topics discussed included combining senior and Park and Rec programming, making the building more visible and friendly. A Family Game Night, to be held March 28, 2009 is the first example of this initiative. The Commission discussed ideas as to making the Heritage Center a warmer space that operates collaboratively including better signage within the building.

Budget issues were briefly discussed.

Ms. Kopfstein reported that Commissioner Jack Froehlich and Alternate member Annet Bonfanti have resigned and asked those members present to give their recommendations for replacement members and alternate members to First Selectman Ketcham. Alternate members Janet Cianci and Lore Handy will move up to full member status. Two Alternate positions will need to be filled.

Ms. Kopfstein gave a brief affordable housing update. The Connecticut Housing Authority acknowledged receipt of her letter in support of Wire Mill residences.

III.  Adjournment

The next COA meeting is scheduled for April 1, 2009 at 9:00 a.m.
