WEDNESDAY, NOVEMBER 5, 2008

The meeting was called to order at 9:03 a.m.

I.       Approval of Minutes from October 1, 2008
         The minutes were approved as corrected after removing Sam Crocker’s name from the Alternates Present.
                
II.      Reports
Ms. Sibilio presented the Heritage Center Report to the Commission.  

Ms. Schiron presented the Municipal Agents Report to the Commission. Ms. Sibilio noted an increase in Energy Assistance applicants. At a recent Board of Selectmen meeting, Ms. Sibilio and Ms. Kopfstein had discussed ways of educating residents on and encouraging contributions to the Redding Hearths Energy Assistance Program. Those present reviewed a press release and announcement that will be publicized and distributed to local churches, firehouses and on town bulletin boards.

The “Show Your Stuff “ craft fair has 41 vendors signed up so far. The Charity League will be selling coffee and snacks. COA members signed up to assist with the work.

A survey, “Exploring Quality Living At Home” was distributed to Commission members. Ms. Rehme will distribute them to residents and Mr. Crocker will pick them up, tabulate the results and submit those results to the COA.

III.      Ms. Rehme has resigned from the Georgetown Redevelopment Corporation.  Once the corporation gets a better sense of the design plan, Steve Soler from the organization would like to speak to the COA with regard to an update. Ms. Metzger reported that there is not much new information at this time. There are issues with funds to begin road construction, and no other work will begin until a road infrastructure exists. Ms. Ketcham suggested that the COA send a letter to the Board of Finance, showing their support for a state program to reimburse brown field remediation costs. These reimbursements will help fund the roads project.

On motion of Ms. Bonfanti and second of Mr. Morris, the Commission voted unanimously to approve a letter sent to the Board of Finance supporting the Tax Increment Financing Program.

Ms. Kopfstein recommended that Ms. Rehme and Ms. Metzger help draft the letter which will also be sent to Commission members.

IV.       Mark Twain Library Centennial in 2008
Ms. Whitham reported that the library liked the book “Pages Turned” so much that they are considering making it a fundraiser.

V.        New Business
Ms. Rehme suggested making the bimonthly newsletter a quarterly publication as a way to save costs.

VI.       Adjournment

The next COA meeting is scheduled for December 3, 2008 at 9:00 a.m.

There being no further business before the Commission, the meeting was adjourned at 10:28 a.m.
