MINUTES
Tuesday, March 15, 2011
7:30 p.m. – Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; Stuart Green; Victor DeMasi; Wallace Perlman.
Absent: William Hill; Joseph Beres
The Chairman called the meeting to order at 7:30 p.m.
I APPROVAL OF MINUTES -Minutes of March 1, 2011
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 3/1/11 Minutes as amended: Page 1, first item under “Regulatory”, fourth line in heading, change “regarding” to “regrading”.
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Site Inspection Minutes of 3/13/11.
II. REGULATORY
Application #11-01, Jan and Sue Dorenbosch, 6 Charlie Hill Lane. Received 1/18/11. Discussion and possible vote on an application to clear brush and some trees to create a lawn in two sections of property and to apply about 250 yards of topsoil for regrading in the regulated area. Site Walk 3/13/11.
Mr. Dorenbosch was present. Site Walk findings were reviewed. The need for written plans including grade details was discussed. The proposed contractor should attend the next meeting to review the proposal.
Discussion will continue.
Application #11-02, Richard Tompkins (owner), North Point Construction, (Mark Giumarra, agent), 15 Silversmith Lane. Received 2/15/11. Discussion and possible vote on an application to replace existing deck area with a roof-covered porch, install in-ground propane tank, remove decayed shed and remove invasive species within the regulated area.
R. Tompkins and M. Giumarra were present. Site Walk findings were reviewed.
On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to approve Application #11-02. Use of Wetland Meadow seed mix is requested.
Permit #10-09, Redding Country Club, Inc. 125 Lonetown Road Associates, LLC (owners), Richard S. Gibbons, Esq. (agent), 109 Lonetown Road. To explain the status of the project and the re-application for Special Permit to the Zoning Commission.
Atty. Gibbons was present. A brief status report was provided.
No action required.
Application 33-03, Town of Redding (Rob Blick, Director, Parks & Rec.), 72 Topstone Road. To receive and discuss an application to hydrorake Topstone Park pond.
R. Blick was present. The proposal was reviewed. No Site Walk is needed.
Discussion will continue at the next meeting.
III. CHAIRMAN’S REPORT
D. Pattee noted receipt of the State of the Birds Annual Report.
S. Green will be attending Segment 1 and 2 of DEP Commissioner training.
P. Olsen contacted D. Pattee re: possible purchaser of property on George Hull Hill Road. A message has been left with the contact re: possible offer to fulfill Commission requirements concerning tree replacement.
S. Green has been requested by H. Karraker to harvest approximately 12 cedar trees from the perimeter of Old Fields for project use. Details re: project details are required.
Metro North Danbury line repair was discussed.
On the motion of V. DeMasi and the second of S. Green, the Commission voted unanimously to adjourn the meeting at 9:10 p.m.
