MINUTES
Tuesday, June 1, 2010
7:30 p.m. - Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.
The Chairman called the meeting to order at 7:32 p.m.
I. APPROVAL OF MINUTES – Minutes of 5/18/10

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 5/18/10 Meeting Minutes as corrected: Page 1, second paragraph under I. Approval of Minutes, change “regarding to regarding” to “regarding to regarding.”; Page 2, first paragraph, second line, change “Gregory’s” to “Gregorys’”; Page 3, third item under “Chairman’s Report”, change to “F. Schroeder reported on the recent use by the JRMS fifth grades of the Saugatuck Falls nature area as an outdoor classroom.”
On the motion of J. Ross and the second of W. Perlman, the Commission voted to approve the 5/21/10 and 5/24/10 Site Walk Minutes. W. Hill abstained.
II. REGULATORY
Application #10-14, State of Connecticut D.O.T., (owners) Town of Redding (agents), Route 107, Georgetown. Received 5/18/10. Discussion and possible vote on an application for improvements to roadway and drainage systems on Route 107 and installation of traffic signals within the regulated area. Site Walk 5/21/10.
Chris Link was present for the applicant. Site Walk findings were reviewed. D. Pattee stated that there is a town informational meeting scheduled for 6/8/10 at the Town Hall at 7:30 p.m.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to approve Application #10-14.
Application #10-02, Paul Shiverick, 226 Poverty Hollow Road. Received 3/16/10. Discussion and possible vote on an application to dredge 500’ +/- of the Aspetuck River of sedimentation. Site Walk 4/02/10. Discussion 5/04/10; 5/18/10. 65-day extension letter received.
M. Lillis and G. Nazzaro were present for the applicant. D. Pattee noted receipt of a letter granting a 65-day extension. A letter dated 6/1/10 was received from CCA re: disposal of dewatered dredge soil. M. Lillis confirmed that the dredged material will be disposed of off-site.
On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve Application #10-02 with the understanding that the applicant is to dredge, place the material, allow it to dewater and move to an unspecified off-site location.
Application #10-09, Redding Country Club, Inc. (owners), Richard S. Gibbons (agent), 109 and 125 Lonetown Road. Received 5/04/10. Discussion and possible vote on an application for parking and pool area improvements within the regulated area. Site Walk 5/08/10.
W. Hill recused himself from this discussion. Atty. Gibbons was present along with representatives from the Redding Country Club and engineering team. D. Pattee noted receipt of a letter from Highstead Aboretum and a report to the Zoning Commission from Milone & MacBroom which was reviewed and verbally responded to by the applicant.
W. Toomey from Highstead was present. He briefly reviewed his concerns that pertain to Conservation Commission jurisdiction.
Sediment and erosion control locations were reviewed. Discussion will continue pending written responses to the Milone & MacBroom report, changes to the plan and details re: temporary sediment and erosion basins.
Application #10-10, Joanne Thompson, 22 Wood Road. Received 5/04/10. Discussion and possible vote on an application to restore existing rock wall and removal of tree stumps and grading within the regulated area. Site Walk 5/24/10.
Ms. Thompson was present. Site Walk findings were reviewed.
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve Application #10-10 and re-construct the stonewall at the north end to the tree behind the garage and extend the reconstructed wall up to 20 feet to the south.
Application #10-11, Nancy Bottger (owner), Daniel Conlon, AIA (agent), 10 Farview Farm. Received 5/18/10. ~Discussion and possible vote on an application for construction of new two-story addition plus foundation and expansion of existing deck within the regulated area. Site Walk 5/21/10.
D. Conlon and Mr. Bottger were present. Site Walk findings were reviewed.
On the motion of J. Ross and the second of F. Schroeder, the Commission voted unanimously to approve Application #10-11.
Modification to Permit #09-11, Rod Cordle, 4 Rob Rider Road. ~Received 5/18/10. Discussion and possible vote on an application/modification to extend current retaining wall within the regulated area. Site Walk 5/24/10.
Aloysio Figueiredo from Northstar Landscaping was present for Mr. Cordle. Two plan options were reviewed.
On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve the modification to Permit #09-11 utilizing Plan B for the extension of the current retaining wall.
Application #10-12, Region 9 Board of Education (owner), Walter Czudak (agent), 100 Black Rock Turnpike. Received 5/18/10. Discussion and possible vote on an application for safety improvements at the JBHS Softball dugouts, Baseball 3rd baseline safety fence and replacing the original tennis courts with grass within the regulated area. Site Walk 5/24/10.
W. Czudak was present. Site Walk findings were reviewed.
On the motion of F. Schroeder and the second of J. Beres, the Commission voted unanimously to approve Application #10-12.
Application #10-13, Timothy and Margaret Rogers, 29 Station Road. ~Received 5/18/10. ~~Discussion and possible vote on an application for a house addition within the regulated area. ~Site Walk 5/21/10.
No one was present for the applicant. Site Walk findings were reviewed.
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #10-13.
III. CHAIRMAN’S REPORT
D. Pattee noted the expected receipt of a Notice of Violation from Great Pond Lane.
The Ridgefield Motel Inn on Route 7 will be submitting an application.
D. Pattee attended Session II of DEP training.
Trails day is Saturday, 6/5/10.
Survey monuments will be placed at the north end of Couch Hill Preserve.
On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to adjourn at 9:30 p.m.
