MINUTES

Tuesday, May 4, 2010
7:30 p.m. - Old Town House

Present:  David Pattee, Chairman; William Hill;  Frederick Schroeder; Wallace Perlman.

Absent: Jeremiah Ross; Joseph Beres; Victor DeMasi

The Chairman called the meeting to order at 7:30 p.m.

I.   APPROVAL OF MINUTES – Minutes of 4/20/10
       Site Walk Minutes- 4/23/10, Region 9 Board of Education, 100 Black Rock Tpke.
                                                Mr. & Mrs. John Iles, 29 Old Stagecoach Road
                                                Mr. Joseph Zaccone, 199 Ethan Allen Highway

On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve the 4/20/10 Meeting Minutes.

On the motion of W. Perlman and the second of W. Hill, the Commission voted to approve the 4/23/10 Site Walk Minutes.  F. Schroeder abstained.

II. REGULATORY

Application #10-02, Paul Shiverick, 226 Poverty Hollow Road. ~Receive 3/16/10. Discussion and possible vote on an application to dredge 500’ +/- of the Aspetuck River of sedimentation. ~Site walk 4/02/10.

M. Lillis and G. Nazzaro were present for the applicant. Mr. Nazzaro reported on his conversation with B. Merritt of the Redding Land Trust.  D. Pattee requested a letter from the Land Trust either to agree to the proposal with conditions or not to agree at all.  The Meehan’s have stated that they do not want spoils deposited on their property.  D. Pattee noted receipt of a letter from Laura Platt re: topsoil stockpile and preservation and a letter from Aquarion. G. Nazzaro noted receipt of a letter from the Gregory’s which will be submitted to the Commission.  He will also submit a construction timeline.

Discussion will continue at the next meeting.

Application #10-06, Region 9 Board of Education (owners), Mike Santangeli, Athletics Administrator (agent), 100 Black Rock Turnpike. ~Received 4/20/10. ~~Discussion and possible vote on an application for Athletic Field Renovations – Field A, Joel Barlow High School – within the regulated area. ~Site Walk 4/23/10.

Barry Blades was present for the applicant. New mapping was submitted and reviewed. Mr. Blades reviewed responses to comments made by Milone & MacBroom. D. Pattee noted receipt of a Notice of Intervention from W. Oppenheimer.

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve Application #10-06.

Application #10-07, John and Virginia Iles, 29 Old Stagecoach Road. ~Received 4/20/10. ~~Discussion and possible vote on an application to remove silt from pond. ~Site Walk 4/23/10.

Mr. Iles was present.  Site Walk findings were reviewed.  D. Pattee noted receipt of a letter from Aquarion which was reviewed.

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve Application #10-07 with the condition that the work is done during the dry season.

Application #10-08, Joseph Zaccone, 199 Ethan Allen Highway. ~Received 4/20/10. ~Discussion and possible vote an application for septic repair within the regulated area.
Site Walk 4/23/10.

J. Zaccone was present.  Site Walk findings were reviewed.

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve Application #10-08.

Application #10-09, Redding Country Club, Inc. (owners), Richard S. Gibbons (agent), 109 and 125 Lonetown Road. ~~To receive and discuss an application for parking and pool area improvements within the regulated area.

Atty. Richard Gibbons was present in addition to the architect and representatives from the Redding Country Club.  

The proposal was reviewed accompanied by drawings and plans.   Discussion will continue pending receipt of revised plans.

Application #10-10, Joanne Thompson, 22 Wood Road. ~To receive and discuss an application to restore existing rock wall and removal of tree stumps and grading within the regulated area.

Discussion tabled until the next meeting.

III. CHAIRMAN’S REPORT

W. Hill wrote a letter to oppose HB 5814.

F. Schroeder noted his concern re: encroachment on Couch Hill Preserve.



On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to adjourn the meeting at 8:50 p.m.
