MINUTES

Tuesday, April 20, 2010
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Wallace Perlman.

Absent:  Victor DeMasi

The Chairman called the meeting to order at 7:30 p.m.

I.      APPROVAL OF MINUTES     -Minutes of 4/6/10
                Site Walk Minutes -4/9/10, Ciardullo, 3 Bayberry Lane
                                                    Liguori, 9 Sunset Hill Road

On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve the 4/6/10 Meeting Minutes.

On the motion of J. Beres and the second of W. Perlman, the Commission voted to approve the 4/9/10 Site Walk Minutes.  J. Ross abstained on the Ciardullo Site Walk and F. Schroeder abstained on the Liguori Site Walk.

II.     REGULATORY

Application #0-02, Paul Shiverick, 226 Poverty Hollow Road.  Received 3/16/10.  Discussion and possible vote on an application to dredge 500’ +/- of the Aspetuck River of sedimentation.  Site Walk 4/2/10.

Discussion tabled pending attendance by applicant.

Application #10-04, Michael and Nancy Ciardullo, 3 Bayberry Lane.  Received 4/6/10.  Discussion and possible vote on an application for excavation of building area for basement and foundation.  Framing and building for extension of kitchen within the regulated area.

Mr. Ciardullo was present.  Site Walk findings were reviewed.  D. Pattee drew sediment and erosion control locations on the map.

On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve Application #10-04.

Application #10-05, Joseph and Phyllis Liguori, 9 Sunset Hill Road.  Received 4/6/10.  Discussion and possible vote on an application for pond dredging.  Site Walk 4/9/10.

Mr. Liguori and Peter Fahan were present.  Site Walk findings were reviewed.

On the motion of J. Beres and the second of J. Ross, the Commission voted unanimously to approve Application #10-05.

Application #10-06, Region 9 Board of Education (owners), Mike Santangeli, Athletics Administrator (agent), 100 Black Rock Turnpike.  To receive and discuss an application for Athletic Field Renovations-Field A, Joel Barlow High School-within the regulated area.

Barry Blades of Blades & Goven was present along with M. Santangeli.  The plan was reviewed accompanied by maps and photographs.

The Commission concurred that no further engineering review was needed.

A Site Walk was scheduled for Fri., 4/34/10 at 5:30 p.m.

Application #10-07, John and Virginia Iles, 29 Old Stagecoach Road.  To receive and discuss an application to remove silt from pond.

Mr. Iles and Peter Fahan were present.  The proposal was reviewed and a Site Walk was scheduled for Fri., 4/34/10 at 6:00 p.m.
Application #10-08, Joseph Zaccone, 199 Ethan Allen Highway.  To receive and discuss an application for septic repair within the regulated area.

J. Zaccone was present.  He reviewed the proposal accompanied by a septic system repair plan.

A Site Walk was scheduled for Fri., 4/23/10 at 6:30 p.m.

III.    CHAIRMAN’S REPORT

F. Schroeder was honored at the trail tenders party on 4/18/10.  New trails boss is Stuart Green.

J. Ross reported on a seminar on recreational liability held on 4/16/10.

B. Flanagan is drafting a letter re: infringement on town-owned property.

D. Pattee noted that the GIS system is still in progress.

W. Hill reported that he retained someone to mow Couch Hill Preserve.


On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:40 p.m.
