MINUTES
Tuesday, October 20, 2009
7:30 p.m. – Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Wallace Perlman.
Absent: Victor DeMasi
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Minutes 10/6/09
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 10/6/09 Minutes as amended: Page 1, first item under “Regulatory”, second paragraph, add “A new drawing dated 10/6/09 was submitted.” Page 2, last line, change to “D. Pattee attended a press conference in Wilton on 10/6/09 re: Super 7.”
II. REGULATORY
Application #09-20, Paul Shiverick, 226 Poverty Hollow Road. Received 7/7/09. Discussion and possible vote on an application for removal of deposited sedimentation within specified area of the Aspetuck River via long reach excavator or dragline. Site Walk 7/13/09. Discussion 8/18/09. Received letter granting 65-day extension. Discussion 9/15/09.
Discussion tabled pending receipt of new information. Additional information re: narrative of proposed work will be discussed.
Application #09-25, Tom and Teresa Healy, 87 Marchant Road. Received 9/15/09. Discussion and possible vote on an application to install patio, dredge pond and repair stone wall at waterfall. Installation of swimming pool within the regulated area. Site Walk 9/18/09.
Mrs. Healy was present. She reported that the DEP will be repairing the dam. D. Pattee requested contact information and will determine if pond dredging is also the purview of the DEP. Installation of the swimming pool is being withdrawn from this application.
D. Pattee requested construction details for the proposed patio including location of excavated material. Written clarification is requested regarding removed items from the original application.
Discussion will continue.
Application #09-27, Jim and Jeanne Billett, 207 Poverty Hollow Road. To receive an application to build a one-story addition, terrace with pergola, pool terrace and installation of a swimming pool within the regulated area.
The builder and architect were present for the applicant. The proposal was reviewed along with a drawing and photographs. Information regarding cartridge pool filter was requested.
A site walk was scheduled for Sun., 10/25/09 at 9:00 a.m.
Application #09-28, Sallie Strand, 61 Gallows Hill Road. To receive and discuss an application to install a new subsurface sewage disposal system to replace existing system within the regulated area.
Ms. Strand was present. She reviewed the proposal accompanied by a drawing.
A site walk was scheduled for Sun., 10/25/09 at 9:30 a.m.
Discussion of Draft Inland Wetland and Watercourses Regulations 8/18/09; 9/1/09.
Notice and Public Hearing dates confirmed.
III. CHAIRMAN’S REPORT
D. Pattee reviewed status report from Deer Committee. DEP website results also reviewed.
Dedication ceremony for new trail held on 10/19/09.
CT DEP is devising new regulations re: water diversion.
Upcoming SWERPA meeting discussed re: Route 7.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:45 p.m.
