MINUTES

Tuesday, September 1, 2009
7:30 p.m.- Old Town House

Present: David Pattee, Chairman; Jeremiah Ross; Joseph Beres; Victor DeMasi; Wallace Perlman.

Absent: William Hill; Frederick Schroeder

The Chairman called the meeting to order at 7:35 p.m.

I.      APPROVAL OF MINUTES             -Meeting of 8/18/09

On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to approve the 8/18/09 Minutes as amended:  Page 1, first item under “Regulatory”, delete “Discussion with Don Haines” and replace with “Discussion with Deer Wardens”; Page 3, first paragraph, last line, change to “Mrs. Gregory will be requested to be a co-signer on the Application.”

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 8/25/09 Site Inspection Minutes as submitted.

Redding Deer Management Program-Discussion with David Streit of “BeSafeRedding.org.”

Mr. Streit was present.  D. Pattee reiterated that the Conservation Commission’s focus is on the forest and the present deer management group deals with Town-owned open space.  Mr. Streit stated that 25 private landowners have signed up for controlled hunts on their property.  Private landowners will be encouraged to participate.

II.     REGULATORY
Barry A. and Carole Smith, 4 Woodland Drive Ex. Re Disturbance to Regulated Wetland Area.  Discussion 4/21/09.  Site Walk 4/26/09.  Discussion 5/5/09; 5/19/09; 6/2/09.  Site Walk 8/25/09.

Site Inspection findings were reviewed.  The slope needs to be dropped another four feet.  B. Flanagan will inspect after work is completed.

Application #09-08, Harold and Joan Gordon (owners), North Point Construction, Mark Giumarra (agent), 48 Church Hill Road.  Received letter granting a 65-day extension.  Site Walk 8/25/09.

No one was present for the applicant.  Site Inspection findings were reviewed.  

On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to deny Application #09-08 as the proposed work will cause unnecessary disturbance to the wetland.

Application #09-09, Joseph and Phyllis Liguori, 9 Sunset Hill Road.  Received 5/5/09.  Discussion and possible vote on an application to renovate current home and build an extension of the premises including site work for patio, stone walls and drainage, etc. within the regulated area.  Site Walk 5/11/09.  Discussion 5/19/09; 6/2/09; 6/16/09; 7/7/09.  Received letter granting a 65-day extension.  Discussion 7/21/09; 8/4/09; 8/18/09.  Site Walk 8/25/09.

Mr. Liguori was present.  Site Inspection findings were reviewed.

On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve Application #09-09.

Richard L. Newman, 3 West Woodland Drive.  Re: Disturbance to Regulated Wetland Area.  Discussion 6/16/09.  Site Walk 6/23/09. Discussion 7/7/09. Site Walk 8/25/09.

Mr. Newman was present.  Site Inspection findings were reviewed.  Mr. Newman provided an update regarding the current status.  This item will be removed from the Agenda.

Application #09-20, Paul Shiverick, 226 Poverty Hollow Road.  Received 7/7/09.  Discussion and possible vote on an application for removal of deposited sedimentation within specified area of the Aspetuck River via long reach excavator or dragline.  Site Walk 7/13/09.  Discussion 8/18/09.

Discussion tabled pending receipt of revised information.

Application #09-24, Rosemarie Bisceglie, 36 Blueberry Hill Road.  Received 8/18/09.  Discussion and possible vote on an application to replace septic system.

Ms. Bisceglie was present.  D. Pattee noted receipt of information detailing the septic system specifics and location.

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #09-24.

Discussion of Draft Inland Wetland and Watercourse Regulations 8/18/09.

D. Pattee has incorporated the revisions into the draft.  Timeline for future action was reviewed.

III.    CHAIRMAN’S REPORT

Redding has been chosen to host upcoming DEP training session re: dairy operation on 11/12/09.  

On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to adjourn the meeting at 8:55 p.m.
