MINUTES
Tuesday, August 18, 2009
7:30 p.m. – Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; Frederick Schroeder; Wallace Perlman.
Absent: William Hill; Joseph Beres; Victor DeMasi
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Minutes of 8/4/09
Site Inspection Minutes – 8/7/09
Mr. & Mrs. W. Oppenheimer, 457 Black Rock Turnpike

On the motion of W. Perlman and the second of J. Ross, the Commission voted
unanimously to approve the 8/4/09 Meeting Minutes as amended: Page 1, first item under “Regulatory”, change “Rive” to “Drive”; Page 3, second paragraph under “Application #09-23”, second line, change “regrading” to “regarding”.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to approve the 8/7/09 Site Inspection Minutes as submitted.
II. REGULATORY
Redding Deer Management Program – Discussion with Don Haines, Deer Warden.
Members of the Redding Deer Management Program were present. Goals for the upcoming season were reviewed. Meeting with Mr. Strait re: Be Safe Redding program was reviewed. A follow-up meeting with the Conservation Commission will be scheduled for mid-November.
Barry A. and Carole Smith, 4 Woodland Drive Ext. re: Disturbance to Regulated Wetland Area. Discussion 4/21/09. Site Walk 4/26/09. Discussion 5/5/09; 5/19/09; 6/2/09.
No one was present for the applicant. Mr. Smith has requested a Site Inspection of the work he has completed.
A Site Inspection was scheduled for Fri., 8/21/09 at 5:30 p.m.
Application #09-08, Harold and Joan Gordon (owners), North Point Construction, Mark Giumarra (agent), 48 Church Hill Road. Received letter granting a 65-day extension. To set Site Inspection date.
A Site Inspection was scheduled for Fri., 8/21/09 at 6:00 p.m. to re-inspect the area in this dry season as previously discussed.
Application #09-09, Joseph and Phyllis Liguori, 9 Sunset Hill Road. Received 5/5/09. Discussion and possible vote on an application to renovate current home and build an extension of the premises including site work for patio, stone walls and drainage, etc. within the regulated area. Site Walk 5/11/09. Discussion 5/19/09; 6/2/09; 6/16/09; 7/7/09. Received letter granting a 65-day extension. Discussion 7/21/09; 8/4/09.
Mr. Liguori was present. He reviewed the status and a Site Inspection was scheduled for Fri., 8/21/09 at 6:30 p.m.
Richard L. Newman, 3 West Woodland Drive re: Disturbance to Regulated Wetland Area. Discussion 6/16/09. Site Walk 6/23/09. Discussion 7/7/09.
Mr. Newman was present. Photographs of the area were submitted and reviewed. A Site Inspection was scheduled for Fri., 8/21/09 at 5:45 p.m.
John Lambrech, 336 Newtown Turnpike. Erosion control. Discussion. Notice of Violation issued 7/22/09. Site Walk of Corning pond 7/24/09, 340 Newtown Turnpike. Discussion 8/4/09.
Mr. Lambrech was present along with Rob Sibley, Aquatic Biologist and Mr. and Mrs. Corning. Mr. Lambrech submitted a report on the inspection and evaluation of the intermittent watercourse and pond. Mr. Sibley provided details re: evaluation methods and conclusions.
D. Pattee questioned Mr. and Mrs. Corning as to their satisfaction with the type and number of samples collected. Concern was noted re: adequate samples at the depth in the middle of the pond. Mrs. Corning stated that they obtained a deeper measurement when they measured with a steel rod.
Mr. Lambrech will remove the material from the delta and submit photographs for the next meeting. Discussion will continue 9/5/09.
Application #09-20, Paul Shiverick, 226 Poverty Hollow Road. Received 7/7/09. Discussion and possible vote on an application for removal of deposited sedimentation within specified area of the Aspetuck River via long reach excavator or dragline. Site Walk 7/13/09.
M. Lillis was present along with G. Nazzaro. M. Lillis reviewed the map and proposed changes to include neighboring owner, Mrs. Gregory. D. Pattee requested a letter granting permission from Mrs. Gregory.
Mr. Lillis stated he is meeting with Aquarion on 8/19/09. He will contact C. Keil at the end of next week to let her know if revised materials will be ready for the 8/25/09 meeting.
Application #09-22, William and Kathleen Oppenheimer (owners), Ralph Gallagher Jr. PE (agent), 457 Black Rock Tpke. Received 8/4/09. Discussion and possible vote on an application to replace existing septic system within the regulated area.
Mr. Gallagher was present for the applicant. Site Inspection findings were reviewed.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to approve Application #09-22.
Application #09-23, Vladimir Koltchine and Natalia Nikolaeva, 36 Umpawaug Road. Received 8/4/09. Discussion and possible vote on an application for an inground swimming pool to include pool pad, children’s playhouse and associated grading. Site Walk 8/7/09.
Mr. Koltchine and N. Nikolaeva were present.
On the motion of F. Schroeder and the second of J. Ross, the Commission voted unanimously to approve Application #09-23.
Application #09-24, Rosemarie Bisceglie, 36 Blueberry Hill Road. To receive and discuss an application to replace septic system.
R. Bisceglie was present. D. Pattee reviewed the history of this application and the new proposal was reviewed. Ms. Bisceglie was requested to submit 8 copies of material indicating the location and specific information on the proposed system.
Discussion of Draft Inland Wetland and Watercourses Regulations.
Commissioners reviewed the Draft. Discussion will continue.
III. CHAIRMAN’S REPORT
D. Pattee reported on his attendance at meetings re: bike trail on Super 7.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 10:50 p.m.
