MINUTES
Tuesday, June 16, 2009
7:30 p.m. – Old Town House
Present: Jeremiah Ross, seated as Chairman; William Hill; Joseph Beres; Victor DeMasi; Wallace Perlman.
Absent: David Pattee, Chairman; Frederick Schroeder
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Minutes of 6/2/09
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve the 6/2/09 Minutes as submitted.
II. REGULATORY
Barry A. and Carole Smith, 4 Woodland Drive Ext., re: Disturbance to Regulated Wetland Area. Discussion 4/21/09. Site Walk 4/26/09. Discussion 5/5/09; 5/19/09; 6/2/09.
Discussion tabled pending communication from Mr. Smith that approved work has commenced.
Application #09-09, Joseph and Phyllis Liguori, 9 Sunset Hill Road. Received 5/5/09. Discussion and possible vote on an application to renovate current home and build an extension of the premises including site walk for patio, stone walls and drainage, etc. within the regulated area. Site Walk 5/11/09. Discussion 5/19/09; 6/2/09.
J. Ross noted receipt of an update from Mr. Liguori dated 6/16/09. A follow-up site walk will be scheduled after initial work has commenced.
Application #09-11, Rod Cordle, 4 Rob Rider Road. To receive and discuss an application to install a 3’ x 100’ retaining wall on north side of property within the regulated area.
A representative for Mr. Cordle was present. J. Ross clarified the dimensions of the proposed wall as 3’ instead of 3”. The proposal was reviewed and a site walk was scheduled for Tuesday, 5/23/09 at 5:15 p.m.
Application #09-12, Steven Migliorino/Kaye Tiedemann, 149 Old Redding Road. To receive and discuss an application for Ground Source Heat Pump installation: Closed-Loop: Vertical.
Mr. Migliorino was present. After discussion of the proposed application, the Commission concurred that since the location is not within 100 feet of a wetland, no application is required. The applicant will be refunded his application fee.
Application #09-13, Baldwin Family Limited Partnership (owners), Peak Engineers, LLC, Tom Quinn (agent), 171 Sunset Road. To receive and discuss an application for designation of a B100 area within a regulated area. Remove and replace 8 feet of septic system and construct parking area.
Penny Dawson was present. A map was displayed and the proposal was reviewed. A site walk was scheduled for Tuesday, 5/23/09 at 6:15 p.m.
Ms. Dawson will request Tom Quinn to attend the site walk if possible re: drain questions. The proposed location for the footing drain should be staked.
Richard L. Newman, 3 West Woodland Drive. Re: Disturbance to Regulated Wetland Area.
Mr. Newman and his landscaper were present. Mr. Newman reviewed the recent activity on his property and reported that silt fencing has been installed.
A site walk was scheduled for Tuesday, 5/23/09 at 5:45 p. .
Review and Approval of Settlement Agreement at #3 Charlie Hill Road, Garavel.
On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to empower J. Ross to sign the Agreement.
III. CHAIRMAN’S REPORT
J. Ross and B. Flanagan are visiting the Palmisano property on 6/17/09.
On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:15 p.m.
