MINUTES
Tuesday, June 2, 2009
7:30 p.m. – Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.
Absent: William Hill
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Minutes of 5/19/09
-Site Inspection of 5/30/09-M/M Whitehouse, 22 Pocahontas Rd.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to approve the 5/19/09 Meeting Minutes as amended: Page 2, first paragraph under “Application #09-08”, last line, change “pond” to “wetland”; second paragraph under “Application #09-08”, first line, change “pond” to “wetlands”, second line, change “pond” to “wetlands”.
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve the 5/30/09 Site Inspection Minutes.
II. REGULATORY
Barry A. and Carole Smith, 4 Woodland Drive Ext., re: disturbance to Regulated Wetland Area. Discussion 4/21/09. Site Walk 4/26/09. Discussion 5/5/09; 5/19/09.
Mr. Smith was present. He submitted and reviewed a drawing. D. Pattee requested installation of silt fence.
On the motion of F. Schroeder and the second of W. Perlman, the Commission voted unanimously to permit Mr. Smith to initiate fill removal from the existing slope to establish a walkable grade on that area.
Mr. Smith will notify C. Keil when this portion is complete and a follow-up site walk will be scheduled.
Application #09-09, Joseph and Phyllis Liguori, 9 Sunset Hill Road. Received 5/5/09. Discussion and possible vote on an application to renovate current home and build an extension of the premises including site work for patio, stone walls and drainage, etc. within the regulated area. Site Walk 5/11/09. Discussion 5/19/09.
Mr. Liguori was present. He reviewed the status update memo received by the Commission on 6/2/09. Mr. Liguori reported that he is in frequent contact with B. Flanagan, WEO/ZEO.
Discussion will continue at the next meeting.
Application #09-10, Michael Whitehouse and Kim Hanna Whitehouse, 22 Pocahontas Road. Received 5/19/09. Discussion and possible vote on an application for installation of closed-loop pond heat exchange for geothermal heat pump and construction of small tool shed. Site Walk 5/30/09.
Mr. Whitehouse was present. D. Pattee modified the drawing to reflect a changed location of the pipe to the south of where it was proposed. D. Pattee noted that this change will reduce wetlands impact and eliminate the need to remove a portion of the stone wall.
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve Application #09-10.
III. CHAIRMAN’S REPORT
D. Pattee will attend DEP Training Session II on 6/3/09.
An update was provided re: legislative status.
Re: Palmisano. Awaiting response re: permission to inspect site.
D. Pattee attended the GIS Committee meeting on 5/28/09.
F. Schroeder reported on the 5/30/09 barberry removal.
On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to adjourn the meeting at 8:30 p.m.
