MINUTES
Tuesday, May 5, 2009
7:30 p.m. – Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; Frederick Schroeder; Wallace Perlman; Jospeh Beres.
Absent: William Hill; Victor DeMasi
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Minutes of 4/21/09
Site Inspection 4/26/09-Mr. and Mrs. B. Smith, 4 Woodland Dr. Ext.
On the motion of J. Ross and the second of W. Perlman, the Commission voted to approve the 4/21/09 Meeting Minutes. J. Ross abstained.
On the motion of W. Perlman and the second of J. Ross, the Commission voted to approve the 4/26/09 Site Inspection Minutes. F. Schroeder abstained.
II. REGULATORY
License #07-32, John and Jennifer Lambrech, 336 Newtown Turnpike. Status on project progress. Discussion 3/17/09; 4/7/09; 4/21/09.
D. Pattee noted receipt of a report dated 5/3/09 along with photographs from Mr. Lambrech, who was unable to attend the meeting. The report and photos were reviewed.
D. Pattee and B. Flanagan visited the site on 4/30/09 to investigate the installation of the new utility pole. CL&P sent a plan for the installation of a new pole on the property to B. Flanagan so the in-stream wires can be removed.
Mr. Lambrech will be requested to attend the next meeting for continued monitoring.
Application #09-07, Louis and Debra Latham (owners), Peak Engineers, LLC (agent), 66 Seventy Acre Road. Received 4/7/09. Discussion and possible vote on an application for regulated activities associated with a proposed two-lot subdivision. Site Walk 4/11/09. Discussion 4/21/09.
Mr. and Mrs. Latham were present along with T. Quinn. Revised plans were displayed and reviewed by Mr. Quinn.
On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve Application #09-07.
Barry A. and Carole Smith, 4 Woodland Drive Ext. re: disturbance to Regulated Wetland Area. Discussion 4/21/09. Site Walk 4/21/09.
Mr. Smith was unable to attend. Site walk findings were reviewed. Mr. Smith will be requested to submit a remediation plan for removal of most of the material and a final grading plan.
Application #09-08, Harold and Joan Gordon (owners), North Point Construction Mark Giumarra (agent), 48 Church Hill Road. To receive and discuss an application to repair/replace two existing clay pipes.
M. Giumarra was present. He reviewed the proposal and also requested permission to plant six weeping willows. D. Pattee noted the short life-span of weeping willows and requested Mr. Giumarra to consider alternatives.
A site walk was scheduled for Mon., 5/11/09 at 5:30 p.m. Proposed tree location and pipe locations will be staked by Mr. Giumarra.
Application #09-09, Joseph and Phyllis Liguori, 9 Sunset Hill Road. To receive and discuss an application to renovate current home and build an extension of the premises including site work for patio, stone walls and drainage, etc. within the regulated area.
Mr. Liguori was present along with an associate. The proposal was reviewed in detail. D. Pattee noted his concern about the proposed placement of the infiltrator unit on the north side of the driveway.
A site walk was scheduled for Mon., 5/11/09 at 6:15 p.m.
III. CHAIRMAN’S REPORT
D. Pattee reported on the status of SB #569.
DEP Segment II training is scheduled for 6/2/09. D. Pattee will be attending.
D. Pattee reported on the GIS/Fuss & O’Neill meeting he attended along with B. Flanagan and J. Ford. Meetings that involve the GIS mapping should include B. Flanagan so he can relay the information to Fuss & O’Neill.
Discussion re: proposed light at intersection of Routes 53 and 107.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:10 p.m.
