The commission inspected the area of filling in the backyard of B. smith. The wetlands on Aquarion property were observed. There is a small stream of water exiting the area of the fill from under an existing boulder field and enters the wetlands. B. Smith indicated that the water comes from a town-installed drainage pipe that exits on the east side of the property and then flows underground to the exit point. Standing below the filled area, it appears that 8 to 10 feet of fill has been placed over the original grade at that point.
B. Smith indicated that the original intent was to create a level backyard.
The site inspection ended at 8:45 am.
