Present: David R. Pattee, Chairman; Jeremiah Ross; Frederick Schroeder; William Hill; Wallace Perlman; Victor DeMasi; Joseph Beres.
The Chairman called the Special Meeting of the Redding Conservation Commission to order at 7:04 p.m.
I. PUBLIC HEARING TO CONTINUE
Application #08-25, Reeda B. Harsche, (owner), Three Levels Corporation (agent), 626 Redding Road. Received 8/508. Public Hearing on an application for "Riverbend" an affordable housing project on 14.19 acres pursuant to C.G. S. Section 8-30g for the approval of a License for the construction of ten (10) units including the location of sealed pipes serving a subsurface waste disposal structure and related earth disturbing activities associated therewith upslope from the Saugatuck River and within 500' of the high water line of a vernal pool as regulated pursuant to Section 2.23c of the Regulations. Project activity involves ten (10) proposed dwellings, (13 housing units). Public Hearing opened 11/18/08. Continued
12/2/08; 12/16/08. Received letter re 25-day extension for continuation of the Public Hearing.
Mr. Harsche was present in addition to Atty. Neil Marcus, Russ Slayback of Leggette, Brashears and Graham and Wayne Jacobsen, Spath Bjorkland.
D. Pattee noted receipt of a letter from Spath Bjorkland dated 12/24/08 in addition to drawings dated 12/3/0/08; a letter from Leggette, Brashears & Graham dated 1/2/09, and a letter from J. MacBroom dated 1/6/09.
Wayne Jacobsen reviewed the newly submitted information in response to comments from J. MacBroom. N. Marcus and R. Slayback provided details. W. Perlman reiterated that no dwellings or septics have been moved on the revised plans.
R. Slayback addressed storm water and ground water infiltration and management.

C. Kimball suggested obtaining a chemical environmental consultant re: chemicals in the system. Holly Hawthorn noted her concern re: compliance with conditions. D. Pattee reviewed the difference between conditions and special conditions. C. Couch stated that this proposal is the greatest and most dramatic project ever to be put along the banks of the Saugatuck River.
Mr. Slayback responded to comments from C. Kimball. N. Marcus responded to comments from the public and summarized how the applicant feels the proposal has met the requirements outlined by Land Tech and J. MacBroom.
F. Schroeder noted that the newly submitted material dated 1/6/09 has not been reviewed by J. MacBroom.
On the motion of W. Perlman and the second of V. DeMasi, it was voted unanimously to close the Public Hearing.
II. APPROVAL OF MINUTES – Minutes of 12/16/08
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 12/16/08 Minutes as amended: Page 1, last line, change “listed” to “listened”; Page 2, third paragraph, first sentence, change to “D. Pattee confirmed that Dr. Parasiewicz is present as a Commission consultant.”; Page 2, third paragraph, third sentence, change to “His conclusion noted his proposal of a conservation easement in this area rather than a proposed development.”
III. CHAIRMAN’S REPORT
D. Pattee reported that Northeast Utilities has submitted a scheduled maintenance plan for their right of way through Redding.
On the motion of V. DeMasi and the second of W. Perlman, it was voted unanimously to adjourn the meeting at 9:03 p.m.
