MINUTES

Tuesday, November 4, 2008
7:30 p.m. – Old Town House

Present:  David Pattee, Chairman;; Jeremiah Ross; William Hill; Joseph Beres; Victor DeMasi; Wallace Perlman.

Absent:  Frederick Schroeder

The Chairman called the meeting to order at 7:30 p.m.

I.      PUBLIC HEARING TO CONTINUE

Application #08-25, Reeda B. Harsche (owner), Three Levels Corporation (agent), 626 Redding Road.  Received 8/5/08.  Public Hearing on an application for “Riverbend”, an affordable housing project on 14.19 acres pursuant to C.G.S. Section 8-30g. for the approval of a License for the construction of ten (10) units including the location of sealed pipes serving a subsurface waste disposal structure and related earth disturbing activities associated therewith upslope from the Saugatuck River and within 500’ of the high water line of a vernal pool as regulated pursuant to Section 2.23c of the Regulations.  Project activity involves ten (10) proposed dwellings, (13 housing units).  Discussion 8/19/08.  Public Hearing opened 9/16/08.  Discussion 10/7/08, 10/21/08.

Frank Harsche was present along with Commission Counsel Peter Olson.  

On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to terminate this Public Hearing and disregard previously submitted testimony on this matter; request a 40-day extension in order to open a Public Hearing, and open a new Public Hearing on 11/18/08 at 7:00 p.m. at the Redding Community Center.  

II.     APPROVAL OF MINUTES     -       Minutes 10/21/08

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve the 10/21/08 Meeting Minutes as submitted.

III.    REGULATORY

Matthew Palmisano re violations at 113 Cross Highway.  Discussion 9/2/08.

D. Pattee received an emailed dated 11/4/08 from Mr. Palmisano noting that Main Line Fencing is currently installing the new fence.  The old fence will be torn down in the next two weeks.  

The Conservation Land Committee has posted signs on the west side of the river stating that the Centennial Watershed State Forest requires a permit to enter.

B. Flanagan will be requested to do a site inspection.

IV.     DISCUSSION

Discussion of Open Space Plan.

D. Pattee noted receipt of a note from J. Chu, HVCEO, regarding the Town Plan of Conservation & Development.  No comments were made re: Open Space Plan.

V.      CHAIRMAN’S REPORT

D. Pattee attended DEP training session re: soils.

G. Scholl memo re: deer circulated to Commissioners.

Executive Session scheduled for Tues., 11/11/08 at 7:00 p.m. with Land Trust and Planning re: Garavel property.

On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to adjourn the meeting at 8:05 p.m.
