SPECIAL MEETING
MINUTES

Tuesday, October 21, 2008
7:00 p.m. – Community Center
37 Lonetown Road

Present:  David Pattee, Chairman; Jeremiah Ross; William Hill; Victor DeMasi; Wallace Perlman.

Absent:  Frederick Schroeder; Joseph Beres

The Chairman called the meeting to order at 7:05 p.m.

I.      PUBLIC HEARING TO CONTINUE

Application #08-25, Reeda b. Harsche (owner), Three Levels Corporation (agent), 626 Redding Road.  Received 8/5/08.   Public Hearing on an application for “Riverbend”, an affordable housing project on 14.19 acres pursuant to C.G.S. Section 8-30g. for the approval of a License for the construction of ten (10) units including the location of sealed pipes serving a subsurface waste disposal structure and related earth disturbing activities associated therewith upslope from the Saugatuck River and within 500’ of the high water line of a vernal pool as regulated pursuant to Section 2.23c of the Regulations.  Project activity involves ten (10) proposed dwellings (13 housing units).  Discussion 8/19/08.  Public Hearing opened 9/16/08.  Discussion 10/7/08.

D. Pattee noted receipt of a 35-day extension from Atty. Neil Marcus.  Consultant reports are pending.  

Due to recording equipment failure, the applicant, consultants and members of the public who spoke at the last Public Hearing are requested to submit their comments in writing.

On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to table the Public Hearing until the meeting of 11/4/08.

II.     APPROVAL OF MINUTES             -Minutes of 10/7/08

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve the 10/7/08 Meeting Minutes.

III.    REGULATORY

Matthew Palmisano re: violations at 113 Cross Highway.  Discussion 9/2/08.

D. Pattee noted receipt of an email dated 10/16/08 from Mr. Palmisano stating that he is still waiting for the fence company.  An email update was received on 10/20/08 reporting that Main Line Fencing is starting on 10/20/08 or 10/21/08.

J. Ross responded to an inquiry from Mr. Palmisano re: photographs of the property. Per Mr. Ross, no one from the Commission has been taking photographs.

IV.     DISCUSSION

Discussion of Open Space Plan.

The Open Space Plan was presented at the 10/14/08 Public Hearing.  Comments or proposed changes should be forwarded to D. Pattee.

V.      CHAIRMAN’S REPORT

D. Pattee is attending the third DEP training session re: wetland soils.

D. Pattee and J. Ross are attending the CACIWC Annual Meeting on 11/8/08.

On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 7:30 p.m.
