MINUTES

 

Tuesday, August 19, 2008

7:30 p.m.- Old Town House

 


Present:  David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.
 
The Chairman called the meeting to order at 7:30 p.m.
 
I.            APPROVAL OF MINUTES            -Minutes of 8/5/08
                        Site Inspection Minutes 8/14/08 – Rutkowski, 60 Diamond Hill Rd.
 


On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to approve the 8/5/08 Meeting Minutes as corrected:  Page 1, first item under “Regulatory”, second paragraph, second line, change “sledge” to “sludge.”

 

On the motion of W. Perlman and the second of J. Ross, the Commission voted to approve the 8/14/08 Site Inspection Minutes.  W. Hill abstained.


 
II.            REGULATORY
 


Application #08-25, Reeda B. Harsche (owner), Three Levels Corporation (agent), 626 Redding Road.  Received 8/5/08.  Discussion on an application for
”Riverbend”, an affordable housing project on 14.19 acres pursuant to C.G.S. Section 8-30g for the approval of a License for the construction of ten (10) units including the location of sealed pipes serving a subsurface waste disposal structure and related earth disturbing activities associated therewith within 500’ of the high water line of a vernal pool as regulated pursuant to Section 2.23c of the Regulations.  Project activity involves ten (10) proposed dwellings, three (3) of which will be duplexes and will each have one (1) affordable two-bedroom unit and one (1) two-bedroom unit.

 

Mr. Harsche was present along with Atty. Neil Marcus.  D. Pattee reviewed the consultant cost estimates for review of this application and stated that receipt of the payment is required prior to determination of the application being considered complete.  Mr. Harsche submitted the payment and stated that he will require justification of such high fees.

 

D. Pattee stated that he will request J. MacBroom as the consultant from Milone & MacBroom due to his involvement in the previous application. 

 



D. Pattee reviewed the receipt of signed petitions requesting a Public Hearing.

 

On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to open a Public Hearing on Application #08-25 on Tuesday, September 16, 2008 at 7:00 p.m.  Location is tentatively scheduled at the Redding Community Center.


 


Application #08-26, Paul Rutkowski (owner), Nazzaro, Inc. (agent), 60 Diamond Hill Road.  Received 8/5/08.  Discussion and possible vote on an application to dredge pond to original depth and shape.  Site Walk 8/14/08.

 

Mr. Rutkowski and G. Nazzaro were present.  Site walk findings were reviewed and Mr. Rutkowski and Mr. Nazzaro reviewed proposed details.  Additional details are requested of Mr. Nazzaro for review at the 9/2/08 meeting.

 

Application #08-27, Robert and Dianna Manger, 26 Topledge Road.  To receive and discuss an application to construct a barn within the regulated area.

 

Mr. Manger was present.  The proposal and drawing were reviewed.  A site walk was scheduled for Fri., 8/22/08 at 5:30 p.m.  D. Pattee requested the applicant to stake the four corners of the proposed barn/garage.  Discussion will continue at the next meeting.

 


III.            DISCUSSION
 


·      Letter from Jere Ross re: Violations at 113 Cross Highway.


 


            J. Ross’ draft letter was reviewed and will be forwarded to the resident of             113 Cross Highway.

 

·      Discussion of Open Space Plan.


 


The Commission continued work on the Open Space Plan.  Discussion will continue at the next meeting.

 


IV.            CHAIRMAN’S REPORT
 


D. Pattee noted receipt of an attorney letter re: FAA proposed flight changes and seeking input from town agencies re: impact of FAA decision on parks in Redding. 

 

On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:40 p.m.
