MINUTES
Tuesday, September 2, 2008
7:30 p.m. – Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Victor DeMasi; Wallace Perlman.
Absent: Joseph Beres
The Chairman called the meeting to order at 7:32 p.m.
I. APPROVAL OF MINUTES -Meeting of 8/19/08
Site Inspection Minutes 8/22/08- Manger, 26 Topledge Road
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 8/19/08 Minutes as amended: Page 2, first item under “III. Discussion”, first line, change “Letter from J. Ross” to “Letter re: Violations at 113 Cross Highway.”
On the motion of J. Ross and the second of W. Perlman, the Commission voted to approve the Manger Site Walk Minutes. W. Hill abstained.
II REGULATORY
Application #08-25, Reeda B. Harsche (owner), Three Levels Corporation (agent), 626 Redding Road. Received 8/5/08. Discussion on an application for “Riverbend”, an affordable housing project on 14/19 acres pursuant to C.G.S. Section 8-30g. for the approval of a License for the construction of ten (10) units including the location of sealed pipes serving a subsurface waste disposal structure and related earth disturbing activities associated therewith upslope from the Saugatuck River and within 500’ of the high water line of a vernal pool as regulated pursuant to Section 2.23c of the Regulations. Project activity involves ten (10) proposed dwellings (13 housing units). Discussion 8/19/08. Public Hearing to open 9/16/08.
No new information or discussion.
Application #08-26, Paul Rutkowski (owner), Nazzaro, Inc. (agent), 60 Diamond Hill Road. Received 8/5/08. Discussion and possible vote on an application to dredge pond to original depth and shape.
J. Nazzaro was present for the applicant. He submitted a photograph which was reviewed by the Commission.
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #08-26.
Application #08-27, Robert and Dianna Manger, 26 Topledge Road. Received 8/19/08. Discussion and possible vote on an application to construct a barn within the regulated area. Site Walk 8/22/08.
Mr. Manger was present along with his surveyor. Mr. Manger reiterated that the intended usage for the barn was car storage.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to approve Application #08-27.
Application #08-28, Paul and Delores Cafasso, 19 Long Ridge Road. To receive and discuss an application to repair septic system within 100’ from an existing pond.
Dean Martin from Grumman Engineering was present for the applicant. He displayed and reviewed a drawing of the proposed septic system repair plan. A Site Walk was scheduled for Tues., 9/9/08 at 5:30 p.m. D. Pattee requested Mr. Martin to stake the ends of the proposed septic system location.
Matthew Palmisano re: violations at 113 Cross Highway. Discussion.
Mr. Palmisano was present. D. Pattee reviewed the 8/25/08 letter from the Conservation Commission and a letter from the Land Trust. Mr. Palmisano stated that he has requested his neighbor to cease crossing horses on his property over the Little River.
An A-2 survey was reviewed to note the property lines. Mr. Palmisano stated that the fence was installed when he purchased the property. He will consult his attorney and report back at the 9/16/08 meeting.
III. DISCUSSION
Discussion of Open Space Plan
Status report discussed along with needed items for the presentation on 9/15/08. F. Schroeder reported on his meetings with J. Hayes.
IV. CHAIRMAN’S REPORT
D. Pattee announced the 9/8/08 meeting at the Town Hall, 7:30 p.m. re: low impact design.
D. Pattee visited the Gilbert & Bennett site to inspect commencement of uncovering part of the river. Photographs were reviewed.
On the motion of V. DeMasi and the second of F. Schroeder, the Commission voted unanimously to adjourn the meeting at 8:55 p.m.
