MINUTES

 

Tuesday, April 8, 2008

8:00 p.m. – Old Town House


 
Present:  Diane Taylor, Chairman; Robert Dean; Donald Stroetzel; Thomas Flagg, Alt., seated for N. King; Jerry Sarnelli, Alt.; Toby Welles, Alt., seated for M. Bakanas.
 
Absent:  Michael Bakanas; Nancy King
 
Also present:            Jo-an Brooks, Land Use Coordinator
                        John Hayes, Town Planning Consultant
 
The Chairman called the meeting to order at 8:00 p.m.
 
I.            APPROVAL OF MINUTES            -Meeting of 3/25/08
 


On the motion of D. Stroetzel and the second of T. Welles, the Commission voted unanimously to approve the 3/25/08 Meeting Minutes.

 


II.            ADMINISTRATIVE
 


1.     Reference Application #424, Lot #2, 3 Charlie Hill Road.  Paul Garavel owner.  Redding Planning Commission letter sent 5/7/07.  Presentation 7/10/07.  Timetable for remediation requested.  Work not yet completed.  Letter sent 1/11/08.


 


Mr. Garavel was present.  He noted his desire for the Town to have a full catalog of the Land Trust lands and for subsequent policing of lands.  J. Brooks stated that G. Connolly is presently making an inventory including photographs. 

 

D. Taylor reported on her recent site inspection.  Mr. Garavel stated that three of the six trees are currently being removed by J. Davenport; the fence has been moved; the berm will be removed during Spring cleaning by Mr. Quigley.  Mr. Garavel was given a date of 7/1/08 for removal of the piers.

 

T. Welles applauded Mr. Garavel’s efforts to date and encouraged completion of the requested remediation.  The house is currently on the market and all violation items will have to be settled prior to a change in ownership.

 

A letter of confirmation will be sent to Mr. Garavel and copied to the Land Trust.




2.     Town Plan of Conservation & Development, John Hayes.  Parcel Base Map, Land Use Map, Chapter 2 Natural Resources, Chapter 3 Land Use, Chapter 4 Population, Chapter 4 Cultural Resources.  Finalization.


 


Chapter Subcommittees reviewed edits and amendments to Chapter 2 and 3.  Chapter 4 will be reviewed at the next meeting.


 


3.     Road Regulations.  Section on maintenance including dirt roads.  Completed for N. Ketcham review.  T. Welles.  Report.


 


T. Welles reviewed the dirt road section.  It will be amended to include the option of metal post and cable guard wire.

 


III.            APPLICATION FOR RECEIPT.  NO DISCUSSION.  SCHEDULE             PRESENTATION
 


Subdivision Application #517, Redding Open Lands, Inc., Glen Hill Road and Orchard Drive.  Proposed subdivision of 40.6 acres into four lots.

 

On the motion of T. Flagg and the second of R. Dean, the Commission voted unanimously to receive Subdivision Application #517.

 

The presentation is scheduled for 4/22/08 and the Public Hearing is scheduled for 5/13/08.

 


IV.            PENDING.  POSSIBLE DELIBERATION.


Subdivision Application #516, Frank Marini, owner, 417 Rock House Road.  Proposed subdivision of 14.19 acres into two lots.  Received 12/11/07.  Presentation 1/8/08.  Site Walk 1/12/08.  Public Hearing opened 1/22/08, 2/12/08 canceled for snow.  Continued 2/26/08; 3/11/08.  Extension granted.  Public Hearing closed 3/25/08.  Deadline to Vote, meeting of 5/27/08.


 


D. Taylor requested Commissioners to review J. Hayes’ memo of 1/18/08 re: individual driveways; N. Burnham’s report dated 2/18/08 re: driveways; and N. Burnham’s memo dated 2/12/08 with the 2005 memo attached re: water supply. 

 


V.            PENDING


1.  Pending:  Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green.  Request to restore section of stone wall, remove white wooden gate fencing and replace with additional stone wall, pillars and lights.  Replace apron with Belgium block.

 

No new information or discussion.

 

2.  Pending:  Scenic Road Complaint: 26 Side Cut Road, Larry Liebowitz, M.D.  Road traffic issues.  Report from T. Welles re:  traffic calming methods.

 

No new information or discussion.

 

3.  Scenic Road Monitoring.  Reports including signs.


 
            No new information or discussion.
 
VI.            CHAIRMAN’S REPORT
 


-Commissioners report on seminars attended.  No discussion.

 

-R. Dean will attend the 4/14/08 Selectmen’s meeting re: vote on the Office of Policy & Management expenditure of funds for Home CT Initiative study.

 

-A Town meeting is scheduled for 4/21/08 re: proposed purchase of 29 acres by Town and Nature Conservancy. 

 

- J. Brooks requested the Commissioners to drive down Topstone Road re: complaint on April 4 from Marie Convertito re: condition of Topstone road.  T. Welles reported on his 4/8/08 drive which included potholes and grading issues but no safety issues.   D. Taylor read a letter supporting dirt roads dated 11/07 from the Merritt family as well as support letters dated 11/23/07 and 10/25/07.

 

-T. Welles is reviewing possible traffic calming measures with Police Chief Fuchs.

 

 

On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 11:15 p.m.
