MINUTES
Tuesday July 1, 2008
Old Town Hose – 7:30 p.m.
Present: David Pattee, Chairman; Jeremiah Ross; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.
Absent: William Hill
The Chairman called the meeting to order at 7:30 a.m.
I. APPROVAL OF MINUTES - Minutes of 6/17/08
Site Inspection Minutes 6/20/08 - Callirgos, 22 Station Road
- Denny, 31 Wayside Lane
On the motion of J. Ross and the second of W. Perlman, the Commission voted to approve the 6/17/08 Meeting Minutes. F. Schroeder abstained.
On the motion of V. DeMasi and the second of D. Pattee, the Commission voted unanimously to approve the 6/20/08 Site Walk Minutes.
II. REGULATORY
Application #08-18, Jude Callirgos (owner), Stephen Lasar (agent), 22 Station Road. Received 6/17/08. Discussion and possible vote on an application for demolition and reconstruction of portion of house within the regulated area.
On the motion of V. DeMasi and the second of J. Beres, the Commission voted unanimously to approve Application #08-18.
Application #08-19, Gwen and Matthew Denny, 31 Wayside Lane. Received 6/17/08. Discussion and possible vote on an application to install closed-loop heat exchanger for geothermal heat pump.
Mr. Denny was present. Site walk findings were reviewed. A discussion ensued about the need for the Commissioners to find out more information about these systems. It was suggested to contact Milone and McBroom re safety issues.
On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to approve Application #08-19.
Application #08-20, Tom and Karen Mayhew, 35 Putnam Park Road. To receive and discuss an application to erect a shed within the regulated area.
The owners were present. Mr. Mayhew stated that the shed would be sitting on blocks and a wood frame on the ground. The Commissioners agreed that a license was not necessary.
Application #08-21, Ken Alder and Angela Koza, 61 Picketts Ridge Road. To receive and discuss an application to install a geothermal unit and erect a deck platform.
Mr. Alder was present. The Commissioners were unsure exactly where the well was going on the property. The applicant agreed to check with the builder and report back. He assured them there would be no foundation for the planned deck platform and that the geothermal unit used food grade propylene glycol in a 20% solution. D. Hartline submitted a report approving the project. A site walk was scheduled for Fri., 7/11/08 at 5:30 p.m.
Application #08-22, George Davin (owner) Neil Casey (agent) 1 Guardhouse Road. To receive and discuss an application to construct a free standing two car garage.
Mr. Gavin was present. After a review of the proposal, a site walk was scheduled for Fri., 7/11/08 at 6:00 p.m.
Application #08-23, James and Deborah McKinlay (owner), Daniel Falls (agent), 56 Marchant Road. To receive and discuss an application to replace a septic system.
Mr. Falls was present. The existing system is about to fail. He reported the topography of the lot allows him to use a gravity flow system. D. Hartline sent a report approving the plans. A site walk was scheduled for Fri., 7/11/08 at 5:45 p.m.
III. ENFORCEMENT
N. Ketcham notified the Commissioners of a presentation being given at UCON on 9/8/08 at 7:30 p.m. on storm water management for low impact development.
The Commissioners were alerted by Lou Latham, an adjacent property owner, to the possible removal of rocks from the stone walls and from the ground in the Rock Lot Preserve. The police had been notified and were following up with the owner of an additional adjacent property where various laborers were seen.
N. Ketcham notified the Commissioners of a Fairfield County Deer Alliance Committee meeting.
On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:52 p.m.
