MINUTES
 
Tuesday, September 18, 2007
7:30 p.m. - Old Town House
 
Present:  David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.
 
The Chairman called the meeting to order at 7:30 p.m.
 
I.  APPROVAL OF MINUTES   -Meeting of 9/4/07

                                                            Ms. Jean Adler, 11 Long Ridge Road
 
On the motion of W. Perlman and the second of F. Schroeder, the Commission voted to approve the 9/4/07 Minutes as amended:  Page 2, second paragraph under "Enforcement", last sentence, change to "A site walk was scheduled for Fri., 9/7/07 at 5:45 p.m."  W. Hill abstained.
 
On the motion of W. Perlman and the second of J. Beres, the Commission voted to approve the 9/7/07 Site Walk Minutes.  F. Schroeder abstained for all items; J. Ross abstained for Slattery.
 
II. REGULATORY
 
Application #07-19, Donald and Judith McKenna, 10 Sunnyview Drive.  To receive and discuss an application to place a storage shed on crushed stone within the regulated area.
 
Mr. and Mrs. McKenna were present.  After review of the proposal, the Commission concurred that there is no regulated activity and no application is needed.  The application fee will be refunded.
 
Application #07-20, George and Jessica DiScala, 76 Dorethy Road.  Received 9/4/07.  Discussion and possible vote on an application to excavate pond and repair right of way.  Site Walk 9/7/07.
  
Mr. and Mrs. DiScala were present.  Mr. DiScala displayed the survey and reviewed his proposal.  Site Walk findings were reviewed. 
 
T. Gormley will be requested to check the water level of the hole periodically during the next year.  The Commission will inspect in Spring, 2008.  No further excavation is permitted and the violation will be left open pending further inspection.
 
Application #07-21 Paul Filanowski (owner), Nazzaro, Inc. (agent), 17 Umpawaug Road.  Received 9/4/07.  Discussion and possible vote on an application to restore pond and construct fore bay to collect sediment and sand from Umpawaug Road and Parsons Lane.
 
G. Nazzaro was present for the application.  Site Walk findings were reviewed.
 
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #07-21.
 
Application #07-22, Jean Adler (owner), Barrett Cram (agent), 11 Long Ridge Road.  Received 9/4/07.  Discussion and possible vote on an application for driveway repair within the regulated area.  Site Walk 9/7/07.
 
J. Adler and B. Cram were present.  Site Walk findings were reviewed and D. Pattee requested that only pressure-treated wood be utilized.
 
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve Application #07-22.
 
Application #07-23, Ray Paltauf, 95 Great Oak Lane.  Received 9/4/07.  Discussion and possible vote on an application for landscaping within the regulated area.
 
No one was present for the applicant.  Site Walk findings were reviewed.
 
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve Application #07-23.
 
Application #07-24, Peter and Madeline Stone (owners), Land Tech Consultants, Inc. (agent), 19 Long Wall Road.  To receive and discuss an application for installation of a proposed septic system addition.
 
Chris Allen from Land Tech Consultants was present for the applicant.  He reviewed the proposal and the originally approved plan was also reviewed.
 
A site walk was scheduled for Fri., 9/21/07 at 5:30 p.m.  D. Pattee requested stakes at the ends of the proposed septic addition location.
 
III. ENFORCEMENT
 
Notice of Violation issued to Mr. James Slattery, 26 Goodsell Hill Road.  Depositing material in a regulated area.  Discussion 9/4/07.  Site Walk 9/7/07.
 
Mr. Slattery was present.  The pile of material has been removed.  Seeding of the west side was confirmed in addition to the presence of silt fence.
 
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to lift the Violation.
 
Notice of Violation issued to Mr. Richard Jarvis, 39 Long Ridge Road.  Excavating in a regulated area.
 
Mr. Jarvis was present.  He submitted photographs and explained his removal of invasive plants.  The area has now been seeded and stabilized.
 
On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to lift the Violation.
 
IV. CHAIRMAN'S REPORT
 
D. Pattee reported on the upcoming DEP training sessions taking place in Ledyard.  Anyone interested in attending the 10/13, 10/17, 10/24, 10/10 or 10/29 sessions should contact C. Keil.
 
The CACIWC Annual Meeting is being held on 11/10/07. M. Klemens is giving the keynote speech.
 
J. Ross reported that R. Dean is speaking on the Town Plan of Conservation & Development for the League of Women Voters at the Mark Twain Library on 9/27/07 at 4:00 p.m.
 
 
On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:55 p.m.
