MINUTES
Tuesday, August 7, 2007
7:30 p.m. - Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.
The Chairman called the meeting to order at 7:30 p.m.
I.APPROVAL OF MINUTES -Meeting of 7/17/07
Site Inspections of 7/22/07
K. Bower, 285 Poverty Hollow Rd.
Mr./Mrs. J. Cavanaugh, 10 Beech Ln.
On the motion of W. Perlman and the second of W. Hill, the Commission voted to approve the 7/17/07 Minutes. F. Schroeder abstained.
On the motion of J. Ross and the second of W. Perlman, the Commission voted to approve the 7/22/07 Site Inspections. F. Schroeder abstained.
II.REGULATORY
Application #07-16, Kelly Bower (owner), Joseph P. Martin, Jr. (agent), 285 Poverty Hollow Road. Received 7/17/07. Discussion and possible vote on an application for a septic system replacement within the regulated area. Site Walk 7/22/07.
K. Bower was present. Site walk findings were reviewed.
On the motion of J. Ross and the second of W. Hill, the Commission voted unanimously to approve Application #07-16.
Application #07-17, John and Katherine Cavanaugh (owners), Peak Engineering (Tom Quinn), agent, 10 Beech Lane. Received 7/17/07. Discussion and possible vote on an application for installation of septic system within 100' of designated wetlands. Site Walk 7/22/07.
T. Quinn was present for the applicant. A new drawing was submitted and reviewed and alternative trench locations were discussed.
Per D. Pattee, if the plan is changed based on the pending results of the test holes, the revised plan should be submitted to this Commission.
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #07-17.
Application #07-18, Frank Marini, 417 Rock House Road. To receive and discuss an application for regulated activities associated with a proposed two-lot subdivision.
Mr. Marini was present. He noted that per Planning, he needs to show the feasibility of a second driveway. The Site Development Plan was reviewed. A representative of the Planning Commission will be requested to attend the 8/21/07 regarding this request.
III.ENFORCEMENT
Notice of Violation issued to Mr. Ray Paltauf, 95 Great Oak Lane, placing of material within the regulated area.
Per D. Pattee, Mr. Paltauf was unable to attend the meeting. A site walk was scheduled for Tues., 8/14/07 at 5:30 p.m.
IV.CHAIRMAN'S REPORT
Russell Stewart, 8 Limekiln Road, was present to review status of pond condition as a result of sand deposition from roads. Photographs were submitted and reviewed. A site walk was scheduled for Tues., 8/14/07 at 6:00 p.m.
D. Pattee noted an invitation for Minds of Science presentation on 8/16/07, 6:30-9:30pm, Fairfield University, Quick Center for the Arts.
An email was received from Bridgeport Hydraulic re: complaints about work being done at the bottom of Church Hill Road on Poverty Hollow. The terms of the license will be reviewed and Mr. Guimarra will be requested to submit the promised planting plan.
GLDC has scheduled a meeting for 8/16/07 re: remedial action plan.
GLDC is holding a Public Hearing on 8/9/07 re: lagoon.
F. Schroeder reported on the renaming of a trail in honor of John Mitchell.
J. Beres attending a Deer Committee meeting and reported that permits are on schedule.
On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to adjourn the meeting at 9:10 p.m.
