MINUTES
Tuesday, September 4, 2007
7:30 p.m. - Old Town House
Present: David Pattee, Chairman; Jeremiah Ross; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.
Absent: William Hill
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Meeting of 8/21/07
On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 8/21/07 Meeting Minutes as amended: Page 2, first paragraph, delete "A petition was received with more than 25 signatures"; Page 2, second item under "Enforcement", second paragraph, last sentence, change to "Mr. DiScala will provide status reports to C. Keil and discussion will continue pending receipt of a soil scientist report"; Page 2, third paragraph under "Complaint", first line, change "legislature" to "legislation".
II. REGULATORY
Application #07-19, Donald and Judith McKenna, 10 Sunnyview Drive. To receive and discuss an application to place a storage shed on crushed stone within the regulated area.
No one was present for the applicant. C. Keil will call the applicant prior to the next meeting to request attendance at the meeting.
Application #07-20, George and Jessica DiScala, 76 Dorethy Road. To receive and discuss an application to excavate pond and repair right of way.
Mr. DiScala was present. He reported that a soil scientist conducted his survey today, 9/4, and his report is expected by the end of the week. Flags have been placed. A site walk was scheduled for Fri., 9/7/07 at 5:30 p.m.
Application #07-21, Paul Filanowski (owner), Nazzaro, Inc. (agent), 17 Umpawaug Road. To receive and discuss an application to restore pond and construct fore bay to collect sediment and sand from Umpawaug Road and Parsons Lane.
G. Nazzaro was present for the applicant. He reviewed the proposal accompanied by a drawing. Discussion will continue at the next meeting.
Application #07-22, Jean Adler (owner), Barrett Cram (agent), 11 Long Ridge Road. To receive and discuss an application for driveway repair within the regulated area.
Mrs. Adler and B. Cram were present. Mrs. Adler explained the circumstances leading up to the destruction of the existing culvert. A site walk was scheduled for Fri., 9/7/07 at 6:15 p.m.
Application #07-23, Ray Paltauf, 95 Great Oak Lane. To receive and discuss an application for landscaping within the regulated area.
Mr. Paltauf was present. Application materials were just received. Discussion will continue at the next meeting.
III. ENFORCEMENT
Notice of Violation issued to Mr. James Slattery, 26 Goodsell Hill Road. Depositing material in a regulated area.
Mr. Slattery was present. He explained the presence of material as noted by Tom Gormley. The original approved plan was reviewed. D. Wolf, neighboring property owner, noted her concern re: drainage. She was requested to attend the site walk scheduled for Fri., 9/7/07 at 5:45 p.m.
IV. CHAIRMAN'S REPORT
Russell Stewart was present. D. Pattee reported that he has not spoken to B. Sanford re: Limekiln Road catch basins. He reiterated that this is not the jurisdiction of this Commission.
D. Pattee noted receipt of a memo from T. Gormley to J. Brooks re: Church Hill Road. Mr. Gormley reported that no additional work is needed.
An application for a failed septic system on Long Wall Road is expected per D. Hartline.
Commission Counsel will be contacting Planning Commission Counsel re: common driveways.
On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:35 p.m.
