MINUTES

Tuesday, March 6, 2007

7:30 p.m. - Old Town House

Present:  David Pattee, Chairman; Jeremiah Ross; William Hill; Joseph Beres; Victor DeMasi; Wallace Perlman.

Absent:  Frederick Schroeder

Also present: Natalie Ketcham, First Selectman

The Chairman called the meeting to order at 7:30 p.m.

I.  APPROVAL OF MINUTES         -Meeting of 2/20/07
                                Site Inspection Minutes 3/4/07

                                        Noice Properties, LLC, 90 Black Rock Turnpike



On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 2/20/07 Minutes as corrected:  Page 2, second item under "Chairman's Report", change to "D. Pattee reported that R. Mangini has paid his house taxes."

On the motion of J. Ross and the second of W. Perlman, the Commission voted to approve the 3/4/07 Site Walk Minutes.  W. Hill abstained.



II.  REGULATORY



Report from Ralph Mancini, Assistance Deer Warden, Forest Management Committee.

R. Mancini was present along with Jennifer Urquart from the Congregational Church and participating hunters.  Results from the 2006 season were reviewed in addition to goals for the 2007 season.

Consideration of additional town properties for inclusion in the controlled hunt will be compiled and discussed by Commissioners. D. Pattee thanked the participants for their involvement.

Application #07-01, Derek R. Moots ((owner), Joe Gorbecki (agent), 38 Goodsell Hill Road.  Received 1/16/07.  Discussion and possible vote on an application for installation of an earth swale dividing #34 and #38 Goodsell Hill Road.  Site Walk 1/21/07.  Discussion 2/6/07; 2/20/07.

J. Gorbecki was present for the applicant.  Newly received plans from T. Quinn were displayed and reviewed.  Additional copies for the Commissioners will be supplied by Mr. Gorbecki for further review. 

Mrs. Harrick was present.  She submitted photographs from the recent rain event.   

Discussion will continue pending receipt of and review of the new plans.

Application #07-03, Michael Whitehouse and M. Kim Hanna, 22 Pocahontas Road.  Received 2/20/07.  Discussion and possible vote on an application to build a two-story addition within the regulated area.  Site Walk 3/4/07.

Mr. Whitehouse was present.   

On the motion of W. Perlman and the second of V. DeMasi, the Commission voted unanimously to approve Application #07-03.

Application #07-04, Noice Properties, LLC (owners0, Kevin F. Morin (agent), 90 Black Rock Turnpike.  Received 2/20/07.  Discussion and possible vote on an application to reset existing stone wall, install footing drain and earthmoving associated with a proposed resubdivision of Lot B-1 into two buildable lots.  Site Walk 3/4/07.

M. Lillis was present for the applicant.  D. Pattee noted receipt of a petition requesting a Public Hearing signed by 38 people.

On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to open a Public Hearing on Application #07-04 on April 3, 2007 at 7:30 p.m.

Renovation of Playing Fields.  Athletic Field Improvements, Preliminary Site Plan, John Read Middle School and Redding Community Center.  Presentation by Barry Blades, Blades & Goven Landscape Architects.

Mr. Blades was present along with soil scientist Cynthia Rabinowitz and members of the Athletic Fields Committee.  Mr. Blades reviewed the proposed improvements on fields located at the Redding Community Center and John Read Middle School which would have wetland impact.

Ms. Rabinowitz commented on possible mitigation on the affected wetland areas.   

Referral from Zoning:  Discussion of a proposed amendment to the Zoning Regulation for a special development district for active adult residential village.  Discussion 2/6/07; 2/20/07.

D. Pattee noted that the CT Department of Public Hearing is also reviewing this proposed amendment.  A report from J. Hayes will be reviewed and discussion will continue at the next meeting.



III.  CHAIRMAN'S REPORT



D. Pattee noted that Redding has been voted Connecticut's #1 Small Town.

Re: reports of wood chipping on the Marini property, the Zoning Enforcement Officer has inspected and reported that this work was not done in the wetlands.

D. Pattee noted a sediment and erosion control seminar the Waverly Park in New Canaan 3/20/07.

G. McCarthy of the DEP will be speaking at John Read Middle School 4/22/07.

V. DeMasi reported on his recent trip to Hartford re: Super 7 revival.





On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:45 p.m.
