MINUTES

 

Tuesday, December 18, 2007

7:30 p.m. – Old Town House


 
Present:  David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Wallace Perlman.
 
Absent:  Victor DeMasi
 
The Chairman called the meeting to order at 7:30 p.m.
 
I. APPROVAL OF MINUTES –Meeting of 11/20/07
                                    Site Walk Minutes 12/1/07            -New Pond Farm, 101 Marchant Rd.
                                                                                    -Mark Guss, 10 Wood Road
 
            On the motion of W. Perlman and the second of J. Ross, the Commission voted to


approve the 11/20/07 Meeting Minutes as amended:  Page 2, first item, second paragraph, first line, changed “white pine” to “white oak”, Page 2, second item, second paragraph, first line, change “His displayed…” to “He displayed…”.  W. Hill abstained.


 


On the motion of F. Schroeder and the second of W. Perlman, the Commission voted to approve the 12/1/07 Site Walk Minutes.  W. Hill abstained.


 
II.  REGULATORY
 


Application #07-25, D. Stewart Lade, 10 Diamond Hill Road.  Received 10/2/07.  Discussion and possible vote on an application for removal/deposition of material and new home construction and renovate existing barn within the regulated area.  Site Walk 10/8/07.  Discussion 10/16-07.  Received letter of extension.

 

D. Pattee reported that per McChord Engineering, D. Hartline has not yet signed off on this application.  Discussion tabled pending Health Department approval.

 

Application #07-30, New Pond Farm (owner), Nazzaro, Inc. (agent), 101 Marchant Road.  Received 11/20/07.  Discussion and possible vote on an application to repair existing outlet structure.  Site Walk 12/1/07.

 

G. Nazzaro was present for the applicant. 

 

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve Application #07-30.  This application shall include approval of the dredging of the pond provided that the applicant submits a letter requesting same.

 

Application #07-31, Mark Guss (owner), Nazzaro, Inc. (agent), 10 Wood Road.  Received 11/2/0/07.  Discussion and possible vote on an application to dredge sediment from existing pond.  Site Walk 12/1/07.

 

Mr. Guss and G. Nazzaro were present.  The drawing was displayed and the proposal was reviewed in detail.  D. Pattee reiterated the need for a letter of agreement from the neighboring property owner.  Discussion will continue pending receipt of this letter.

 

Application #07-32, John and Jenny Lambrech, 336 Newtown Turnpike.  To receive and discuss an application to build a garage, house additions and new driveway within approximately 30 feet of an intermittent watercourse.


 


Mr. Lambrech and his architect were present.  Plans were displayed and the proposal was reviewed.  D. Pattee stated that proposed accessory apartment necessitates review with the Health Department re: separate septic system.

 

A site walk was scheduled for Sat., 12/29/07 at 9:00 a.m.

 

III.   CHAIRMAN’S REPORT


 


D. Pattee noted receipt of pending litigation re: Marini.

 

Letters have been received re: paving of Scenic Roads in response to a Redding Pilot article reporting on Planning Commission discussion.

 

D. Pattee noted receipt of a letter from Planning re: open space recommendations for 130 Topstone Road.  Approval of this application included the open space recommendation and will be forwarded to Planning.

 

N. Ketcham is participating on a Governor’s Commission re: protection of surface drinking water supply.

 

Metro North has removed beaver dams from Umpawaug Pond. 

 

On the motion of J. Ross and the second of W. Hill, the Commission voted unanimously to adjourn the meeting at 8:52 p.m.
