MINUTES
Tuesday, September 5, 2006
8:00 p.m. - Old Town House
Present: David Pattee, Chairman; William Hill; Frederick Schroeder; Victor DeMasi; Wallace Perlman.
Absent: Jeremiah Ross; Joseph Beres
The Chairman called the meeting to order at 8:00 p.m.
I. APPROVAL OF MINUTES -Meeting of 8/15/06
On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve the 8/15/06 Minutes.
II. REGULATORY
Ronald Mangini, 78 George Hull Hill Road. To discuss the details of the remediation plan submitted to the Commission. Discussion 10/4/05; 11/15/05; 12/20/05. Discussion 6/6/06; 6/19/06; 7/18/06; 8/1/06.
D. Pattee noted receipt of a letter from T. Gormley reminding Mr. Mangini of the 11/05 Cease & Desist Order.
As outlined in a letter to Mr. Mangini, D. Pattee will obtain quotes from nurseries regarding availability and prices of five species of trees and a quantity of five of each specie to be billed to Mr. Mangini. Discussion will continue.
Application #06-17, Tina Merante (owner), Dainius Virbickas for Artel Engineering (agent), 268 Simpaug Turnpike. Received 6/6/06. Discussion and possible vote on an application for installation of replacement septic system for existing building. Site Walk 6/23/06. Discussion 8/1/06. Received letter granting an extension of time.
Mr. Virbickas was present for the applicant. Revised plans were displayed and reviewed. D. Hartline will receive the new plan on 9/6/06. Discussion will continue at the next meeting after Mr. Hartline's response.
Application #06-34, Mr. and Mrs. Gerald Fine, 26 Giles Hill Road. To receive and discuss an application to remove dense water lily growth with a mechanical Hydro-Rake to improve open water habitat.
Keith Azell from Aquatic Technologies was present for the applicant. The proposal was reviewed. A site walk was scheduled for Fri., 9/8/06 at 5:30 p.m.
Application #06-35, Hillary S. Nimons, 9 Church Hill Road. To receive and discuss an application for septic relocation and construction of swimming pool and associated patio and walls.
T. Quinn was present along with Mr. Nimons. The proposed plans were displayed and reviewed. D. Pattee requested filter information for the proposed pool.
A site walk was scheduled for Fri., 9/8/06 at 6:30 p.m.
Update from the Redding Forest Management and Conservation Committee. Discussion 8/15/06.
No new information or discussion.
III. NOTICE OF VIOLATION
License #95-34, Phoebe LLC/James Slattery, 32 Sunnyview Drive.
Mr. Slattery and Michelle Holmes were present. Mr. Slattery offered an explanation for the placement of woodchips.
D. Pattee requested photographs of the silt fence as well as a report detailing the method of woodchip removal. Discussion will continue at the next meeting.
VI. CHAIRMAN'S REPORT
The Army Corps of Engineers is repairing the dam at the intersection of Poverty Hollow Rd. and Meeker Hill.
D. Pattee noted receipt of a letter from the Redding Land Trust re: Scenic Easement at Charlie Hill Road. They are proceeding with Conservation Commission recommendations.
Aquarion is setting up a website for towns to notify them of work being conducted near watersheds.
D. Hartline forwarded a copy of a letter re: dog swim area at Topstone Park.
The CT Fund for the Environment/Save the Sound is holding their annual meeting at Penfield Pavilion in Fairfield on 9/17/06 from 1-4 p.m.
The DEP is holding their third Conservation Commission training session on wetland plant identification. Details TBA.
F. Schroeder reported that the Lonetown Marsh Boy Scout project has been completed.
On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:25 p.m.
