Tuesday, May 16, 2006
Old Town House - 8:00 p.m.
 
Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Victor DeMasi, seated at 8:20 p.m.; Wallace Perlman.
 
The Chairman called the meeting to order at 8:00 p.m.
 
I.  APPROVAL OF MINUTES           -Meeting of 5/2/06
                                    -Site Walk Minutes 5/7/06-Gtn. Fire District, 61 Redding Rd.
 
            On the motion of W. Perlman and the second of J. Ross, the Commission voted
unanimously to approve the 5/2/06 Meeting Minutes as amended:  Page 2, fifth item under "Chairman's Report", second sentence, change to "Assistance in moving woodchips may be requested."

 
On the motion of W. Perlman and the second of F. Schroeder, the Commission voted to approve the 5/7/06 Site Walk Minutes.  J. Ross abstained.

 
II.  REGULATORY
Ronald Mangini, 78 George Hull Hill Road.  To discuss the details of the remediation plan submitted to the Commission.  Discussion 10/4/05; 11/15/05; 12/20/05.
 

A letter drafted by Robinson & Cole was reviewed.  Discussion will continue.

 

Application #06-13, Georgetown Fire District-business offices (owner), Daniel Conlon (agent), 61 Redding Road.  Received 5/2/06.  Discussion and possible vote on an application for total renovation of building-tear down and rebuild with addition within the regulated area.  Site Walk 5/7/06.
 

D. Conlon was present.  He gave a brief overview of the proposed project.

 

On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve Application #06-13.

 

Application #06-14, Stephen and Rita Jaeger (owner), 132 Redding Road LLC -Adam Lubarsky (agent), 11 Topstone Road.  To receive and discuss an application for house construction, regrading of land, drainage basin and septic system and stone wall construction within the regulated area.
 

Adam Lubarsky and T. Quinn were present for the applicant. T. Quinn displayed the site development plan and reviewed the proposal.

 

A site walk was scheduled for Sat., 5/27/06 at 8:30 a.m.  D. Pattee requested that the four corners of the proposed house site and center line of the driveway from the road up be staked.

 

Application #06-15, David and Tamar Dessner (owners), Eugene Kim (agent), 128 Seventy Acre Road.  To receive and discuss an application to construct two small additions within the regulated area.
 
Mr. Dessner and E. Kim were present.  The proposal and accompanying drawings were reviewed.

 

A site walk was scheduled for Sat., 5/27/06 at 9:00 a.m.  D. Pattee requested that the corners of the proposed addition be staked.

 
III.  CHAIRMAN'S REPORT
 

D. Pattee reported that the 2002 DEP Statewide Inland Wetlands & Watercourses Activity Report is at the Old Town Hall for review.

 

N. Ketcham is serving on the newly-formed DEP Landscape Stewardship Advisory Committee.  Commissioners are requested to submit top landscape stewardship issues to N. Ketcham.

 

D. Pattee distributed copies of the DEP Model Regulations.

 

The New England Wildflower Society has requested permission to conduct a survey at Saugatuck Falls.  Permission will be granted.

 

A letter from the Nature Conservancy re: eels in the Diamond Hill dam was received from Sally Harold.

 

J. Ross appears in the NRWA newsletter.

 

A letter re: withdrawal of the Riverbend application was received. 

 
A memorial service and tree dedication was held on 5/13/06 for Stuart Deans and others.

 

J. Ross reported that the area behind DAPCO has been cleaned up.

 

J. Ross reported that Kurt Langer removed a fallen hemlock tree from the Norwalk River.

 

J. Beres reported a man-made stone wall in the water on the west side of Station Road on Bridgeport Hydraulic property.

 

 

On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:05 p.m.
