Conservation Commission Minutes 06/06/2006







MINUTES

Tuesday, June 6, 2006

Old Town House - 8:00 p.m.

Present:  David Pattee, Chairman; William Hill; Joseph Beres; Victor DeMasi; Wallace Perlman.

Absent: Jeremiah Ross; Frederick Schroeder

The Chairman called the meeting to order at 8:00 p.m.

I.  APPROVAL OF MINUTES -Meeting of 5/16/06

On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve the 5/16/06 Meeting Minutes.

On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve the 5/27/06 Site Walk Minutes.



II.  REGULATORY

Ronald Mangini, 78 George Hull Hill Road.  To discuss the details of the remediation plan submitted to the Commission.  Discussion 10/4/05; 11/15/05; 12/20/05.

No one was present for this discussion.  D. Pattee reported that a letter has been sent to Mr. Mangini's attorney.  Included in that letter is an invitation to attend the 6/20/06 meeting.  Discussion will continue.

Application #06-14, Stephen and Rita Jaeger (owner), 132 Redding Road LLC-Adam Lubarsky (agent), 11 Topstone Road.  Received 5/16/06.  Discussion and possible vote on an application for house construction, regrading of land, drainage basin and septic system and stone wall construction within the regulated area.  Site Walk 5/27/06.

A. Lubarsky and T. Quinn were present for the applicant.  Revised drawings were displayed and reviewed.  The plan will be revised to include a boulder wall.  Discussion will continue at the next meeting.

Application #06-15, David and Tamar Dessner (owners), Eugene Kim (agent), 128 Seventy Acre Road.  Received 5/16/06.  Discussion and possible vote on an application to construct two small additions within the regulated area.  Discussion 5/27/06.  Site Walk 5/27/06.

No one was present for the applicant.

On the motion of V. DeMasi and the second of W. Hill, the Commission voted unanimously to approve Application #06-15.

Application #06-16, Robert and Susan Harrick and Kay King, 219 Ethan Allen Highway.  To receive and discuss an application for parking of construction equipment and trucks within the regulated area.

Mr. and Mrs. Harrick were present.  Mr. Harrick reviewed the proposal accompanied by a drawing.

A site walk was scheduled for Wed., 6/14/06 at 5:15 p.m.

Application #06-17, Tina Merante (owner), Dainius Virbickas for Artel Engineering (agent), 268 Simpaug Turnpike.  To receive and discuss an application for installation of replacement septic system for existing building.

No one was present for the applicant.  D. Pattee noted receipt of a letter from Atty. Lavelle re: parking on town-owned property.  Discussion will continue pending attendance by the applicant or representative.

Application #06-18, Devon and Stephanie Gregory, 34 Goodsell Hill Road.  To receive and discuss an application to construct a pool changing room, repair of drain pipe, filling of old hand-dug wells, relocation of tractor shed within the regulated area.

T. Quinn was present for the applicant.  The site development plan was displayed and the proposal was reviewed.  D. Pattee requested a manure management plan for discussion at the next meeting.

A site walk was scheduled for Wed., 6/14/06 at 5:45 p.m.



III.  CHAIRMAN'S REPORT



D. Pattee reported that J. Ross is resigning from his position as President of the NRWA.

J. Ross received a letter from the CT DEP re: Gilbert & Bennett Brook restoration.

Georgetown Day will be held on Sun., 6/11/06.  Activities include dedication of the new park.

Chief elected officials of the Norwalk River watershed towns will be meeting on Thurs., 6/8/06 at 8:15 a.m. at the Cannon Grange.  A tour of the fish bypass will be conducted.

D. Pattee noted the CT Audubon Society book re: conserving birds and their habitats.

V. DeMasi noted an article in Scientific American re: synergy of chemicals in relation to the use of pesticides.




On the motion of V. DeMasi and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:10 p.m.
