8:00 p.m. - Old Town House

Present:  David Pattee, Chairman; Jeremiah Ross; William Hill; Frederick Schroeder; Joseph Beres; Victor DeMasi; Wallace Perlman.

The Chairman called the meeting to order at 8:00 p.m.

On the motion of F. Schroeder and the second of W. Perlman, the Commission voted unanimously to approve the 7/18/06 Meeting Minutes.

On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve the 7/21/06, 7/25/06 and 7/28/06 Site Walk Minutes.



II.  REGULATORY

Ronald Mangini, 78 George Hull Hill Road.  To discuss the details of the remediation plan submitted to the Commission.  Discussion 10/4/05; 11/15/05; 12/20/05.  Discussion 6/6/06; 6/19/06; 7/18/06.

D. Pattee noted that Atty. Neil Marcus is working with Mr. Mangini regarding the required remediation plan.    

Application #06-16, Robert and Susan Harrick and Kay King, 219 Ethan Allen Highway.  Received 6/6/06.  Discussion and possible vote on an application for parking of construction equipment and trucks within the regulated area.  Site Walk 6/14/06.

Mr. and Mrs. Harrick were present.  A revised site plan was reviewed.

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #06-16 with the condition that the current woodchips are removed abutting the Norwalk River and processed gravel is placed behind the boulders at the 100-year flood line.

Application #06-17, Tina Merante (owner), Dainius Virbickas for Artel Engineering (agent), 268 Simpaug Turnpike.  Received 6/6/06.  Discussion and possible vote on an application for installation of replacement septic system for existing building.  Site Walk 6/23/06.

D. Pattee reported on a note received from D. Virbickas re: meeting with the State Dept. of Health and D. Hartline.  The State D.O.T. will be contacted.  Discussion is tabled pending receipt of further information.

Application #06-20, Barbara O'Connell (owner), Nazzaro Inc. (agent), 15 Mailcoach Road.  Received 7/18/06.  Discussion and possible vote on an application to restore existing pond to original depth.  Remove sediment/fill material.  Site Walk 7/21/06.

G. Nazzaro was present for the applicant.   

On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve Application #06-20.

Application #06-21, Anthony and Dorethy Hann (owners), Nazzaro, Inc. (agent), 301 Redding Road.  Received 7/18/06.  Discussion and possible vote on an application to remove sediment/fill material from existing pond.  Site Walk 7/21/06.

G. Nazzaro was present for the applicant.   

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #06-21.

Application #06-22, Alice McNulty (owner), Nazzaro, Inc. (agent), 76 Peaceable Street.  Received 7/18/06.  Discussion and possible vote on an application to remove silt/fill material from existing pond to original depth.  Site Walk 7/21/06.

G. Nazzaro was present for the applicant.   

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #06-22.

Application #06-23, Steven Sachetti (owner), Nazzaro, Inc. (agent), 48 Dayton Road.  Received 7/18/06.  Discussion and possible vote on an application for pond construction.  Site Walk 7/28/06. 
G. Nazzaro was present for the applicant.  Details of the proposed project were reviewed.

On the motion of W. Perlman and the second of F. Schroeder, the Commission voted unanimously to approve Application #06-23.

Application #06-24, Reeda B. Harsche (owner), Three Levels Corporation (agent), 626 Redding Road.  Received 7/18/06.  Discussion on an application for "Riverbend", an Affordable Housing Project on 14.19 acres for the proposed location of a subsurface waste disposal system and earth disturbing activities associated with ten (10) proposed dwellings, three (3) of which will have a one-bedroom accessory apartment.  Site Walk 7/25/06.

D. Pattee noted receipt of a petition with 65 signatures.   

On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to open a Public Hearing on September 19, 2006, 7:30 p.m., location TBA.  D. Knapp will estimate the number of those attending and forward that information to D. Pattee.

Application #06-25, Sheri Ann Kanner, 12 Bridle Road.  Received 7/18/06.  Discussion and possible vote on an application for new home construction within the regulated area.  Site Walk 7/25/06.

S. Kanner and Jay Keillor were present.  D. Pattee noted receipt of a memo dated 7/20/06 from T. Gormley regarding concerns of abutting property owners.  Ms. Kanner stated that they no longer have concerns.  D. Pattee recommended a letter to that effect for the file.

A revised site plan was displaying showing the footing drain.  Alternatives were reviewed regarding alternative placement of the sunroom due to the close proximity of the proposed location. 

Discussion will continue at the next meeting.

Application #06-26, Eileen McGann (owner), CCA, LLC, Matthew Scully (agent), 20 Beeholm Road.  Received 7/18/06.  Discussion and possible vote on an application for repair of existing septic system and associated grading using the existing septic area within the regulated area.  Site Walk 7/21/06.

M. Scully was present for the applicant.  A revised drawing was displayed and reviewed.  D. Pattee requested a letter from D. Hartline re: approved septic system.

Application #06-27, Jo-an and David Brooks, 9 Goodridge Road.  Received 7/18/06.  Discussion and possible vote on an application for a driveway crossing of a wetland.  Site Walk 7/25/06.

Mr. and Mrs. Brooks were present.  D. Pattee noted receipt of a driveway plan and profile from M. Mazzucco which was displayed and reviewed.  Further information is needed and will be discussed at the next meeting.

Application #06-28, Michael and Allison K. Murphy (owner), Nejame & Sons, Kaspar Liepins (agent), 26 Drummer Lane.  Received 7/18/06.  Discussion and possible vote on an application for installation of a 20'x40; vinyl lined in ground pool in rear of residence within the regulated area.

K. Liepins was present for the applicant.  D. Pattee noted receipt of and read the requested letter from D. Hartline re: approved septic system.

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #06-28.

Letter from Gene Connolly, Redding Land Trust re Lot #3, 5 Charlie Hill Road.  Paul Garavel, owner.  To discuss items located in the Scenic Easement.  Discussion 7/18/06.  Site Walk 7/28/06.

D. Pattee noted receipt of a memo and map showing the scenic easement from the Planning Commission.   

On the motion of J. Ross and the second of V. DeMasi, the Commission voted unanimously to adopt the proposal of the Planning Commission and the Land Trust to make the changes in the easement area as indicated on the map accompanying Mrs. Taylor's letter of 7/17/06.

Application #06-29, Jeremy Kramer & Dorothy Davies (owners), Georgina Scholl (agent), 85 Diamond Hill Road.  To receive and discuss an application to replace old in-ground swimming pool with new in-ground swimming pool within 105'  from wetlands around Saugatuck River.

G. Scholl was present for the applicant.  Drawings were displayed and reviewed.  D. Pattee requested written information on the cartridge type filter system proposed for the pool.  Drainage details were reviewed.  Additional information on drainage and siltation controls was requested.

A site walk was scheduled for Mon., 8/7/06 at 5:45 p.m.

Application #06-30, Joseph Nazzaro (owner), Frank Fowler (agent), 313 Redding Road.  To receive and discuss an application for stream and wetlands crossing.

J. Nazzaro was present.  Plans were displayed and reviewed.

A site walk was scheduled for Mon., 8/7/06 at 6:15 p.m.

Application #06-31, Louis and Amy Berkowitz, 5 Windy Hill Road.  To receive and discuss an application to construct a garage within the regulated area.

Mr. Berkowitz was present.  The proposal was briefly reviewed.

A site walk was scheduled for Mon., 8/7/06 at 6:45 p.m.

Application #06-32, Daniel and Lisa Schoenback Gildin, 85 Old Stagecoach Road.  To receive and discuss an application to construct a swimming pool and spa and install fence out from both sides of house and deer fence through woods.

D. Gildin and L. Schoenback were present.  The proposal was reviewed accompanied by a map.  D. Pattee requested written information of the proposed pool filter system. 

A site walk was scheduled for Mon., 8/7/06 at 5:30 p.m.  The applicant was requested to stake the proposed pool location.

Application #06-33, Jay Sackman (owner), Jeff Pirone (agent), 16 Peaceable Street.  To receive and discuss an application for construction of a garage within the regulated area.

J. Sackman and J. Pirone were present for the applicant.  The proposal was reviewed.

A site walk was scheduled for Mon., 8/7/06 at 7:00 p.m.  The applicant was requested to stake the proposed garage location.



III.  CHAIRMAN'S REPORT



No items.




On the motion of V. DeMasi and the second of J. Beres, the Commission voted unanimously to adjourn the meeting at 10:45 p.m.
