MINUTES

 

Tuesday, April 18, 2006

7:30 p.m. - Community Room at the Community Center

 

Present:  David Pattee, Chairman; Jeremiah Ross; William Hill; Victor DeMasi

 

Absent:  Frederick Schroeder; Joseph Beres; Wallace Perlman

 

Also present: Natalie Ketcham, First Selectman

 

The Chairman called the meeting to order at 7:35 p.m.

 

I.  PUBLIC HEARING TO CONTINUE

           

Application #06-01, Reeda B. Harsche (owner), Three Levels Corporation (agent), 626 Redding Road.  Received 1/17/06.  An application for "Riverbend", an Affordable Housing Project on 14.19 acres consisting of 33 units, ten of which to be affordable.  Site Walk 1/18/06.  Public Hearing opened 3/7/06, continued 3/21/06; 4/4/06.  Letter granting the Commission permission to continue the public hearing until the meeting of April 18, 2006.

 

Mr. Harsche was present with Atty. Neil Marcus, Atty. Larson, Wayne Jacobson from Spath-Bjorkland Associates and Russ Slayback from Leggette, Brashears & Graham. 

 

D. Pattee noted the new reports received tonight from John Hayes and the Saugatuck River Partnership.  Intervention filings were received from Diane Knapp, John Bonsignore and Holly Hawthorn.

 

Atty. Marcus will grant an additional two-week extension to allow for review and comment on the new reports.  He requested the qualifications of Roman Morzinski.  D. Pattee stated that the Conservation Commission consultants will attend the 5/2/06 meeting.  Atty. Marcus will speak with Aquarion directly to determine the specific issues vs. general policy as stated in the Aquarion report.

 

R. Slayback reported that test pits were dug on 4/18/06 in the presence of Doug Hartline and J. Perry from the DEP. 

 

Cindy Bakanas noted concerns on behalf of D. Knapp.  She introduced Dr. DeSanto who made a presentation and submitted his report.

 

J. Bonsignore noted his continued concern regarding flooding and displayed photographs.  Andrew Stietzel commented on a large machine currently in the driveway.  D. Pattee responded that he and T. Gormley inspected the area and noted brush clearing. H. Hawthorn reported that the brush clearing is being conducted along the state highway and along the Saugatuck River.

 

S. Harrold from the Nature Conservancy read a letter. E. Sherrock noted his concern re: septic.  D. Coleman stated his concern about long-term contamination effects.  D. Pattee read a letter from M. Guitar and the Redding Land Trust.

 

The Commissioners noted their questions and concerns .

 

The Public Hearing will be continued at the next meeting, location TBA.

 

II.  APPROVAL OF MINUTES          -Meeting of 4/4/06

                                    -Site Walk Minutes 4/7/06-M. Grimaldi, 22 Hopewell Woods Rd.

 

            On the motion of V. DeMasi and the second of J. Ross, the Commission voted

unanimously to approve the 4/4/06 Meeting Minutes

 

On the motion of V. DeMasi and the second of J. Ross, the Commission voted unanimously to approve the 4/7/06 Grimaldi Site Walk Minutes.

 

III.  REGULATORY

 

Ronald Mangini, 78 George Hull Hill Road.  To discuss the details of the remediation plan submitted to the Commission.  Discussion 10/4/05; 11/15/05; 12/20/05.

 

No new information or discussion pending receipt of required plan.

 

Application #06-08, Town of Redding, 72 Topstone Road.  Received 4/4/06.  Discussion and possible vote on an application to Hydrorake Topstone Park pond.

 

On the motion of V. DeMasi and the second of W. Hill, the Commission voted unanimously to approve Application #06-08.

 

Application #06-10, Maureen Grimaldi, 22 Hopewell Woods Road.  Received 4/4/06.  Discussion and possible vote on an application to construct an accessory apartment within the regulated area.  Site Walk 4/7/06.

 

            M. Grimaldi was present.

 

On the motion of J. Ross and the second of W. Hill, the Commission voted unanimously to approve Application #06-10.

 

Application #06-11, Jerome and Deborah Nevins, 41 Chalburn Road.  To receive and discuss an application to construct a two-car garage within the regulated area.

 

Mr. Nevins was present.  He reviewed the proposal accompanied by a drawing.

 

A site walk was scheduled for Fri., 4/21/06 at 5:30 p.m.  Mr. Nevins was requested to stake the four corners of the proposed garage location.

 

Application #06-12, Betsy and Paul Shiverick (owners), North Point Construction (Mark Giumarra, agent), 226 Poverty Hollow Road.  To receive and discuss an application for replacement/installation of septic system within the regulated area.

 

Mark Giumarra was present for the applicant.  He submitted photographs and reviewed the proposal.

 

A site walk was scheduled fro Fri., 4/21/06 at 6:15 p.m.

 

IV.  CHAIRMAN'S REPORT

 

            D. Pattee reported that work has begun on the wastewater system in Georgetown.

 

            J. Ross reported on the status of the debris clearing at DAPCO.

 

 

On the motion of V. DeMasi and the second of W. Hill, the Commission voted unanimously to adjourn the meeting at 9:50 p.m.
