MINUTES

Tuesday, July 18, 2006

Old Town House - 8:00 p.m.

Present:  David Pattee, Chairman; Jeremiah Ross; Frederick Schroeder; Wallace Perlman.

Absent:  William Hill; Joseph Beres; Victor DeMasi

The Chairman called the meeting to order at 8:00 p.m.

I.  APPROVAL OF MINUTES -Meeting of 6/19/06
                        -Site Walk Minutes 6/23/06      -T. Merante, 268 Simpaug Turnpike
                                                        -R. Letowski, 9 Long Meadow Lane



On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve the 6/19/06 Meeting Minutes as corrected:  Page 1, heading, add "MINUTES";  Page 1, second paragraph under "REGULATORY", last line, change to "clarified as being the small size of the proposed plantings."; Page 1, third paragraph under "REGULATORY", second line, change "caliber" to "caliper".

On the motion of J. Ross and the second of F. Schroeder, the Commission voted unanimously to approve the 6/23/06 Site Walk Minutes.



II.  REGULATORY

Ronald Mangini, 78 George Hull Hill Road.  To discuss the details of the remediation plan submitted to the Commission.  Discussion 10/4/05; 11/15/05; 12/20/05.  Discussion 6/6/06; 6/19/06.

Atty. Neil Marcus reported that all information has been forwarded to Mr. Mangini.  Discussion will continue pending a response from Mr. Mangini.

Application #06-16, Robert and Susan Harrick and Kay King, 219 Ethan Allen Highway.  Received 6/6/06.  Discussion and possible vote on an application for parking of construction equipment and trucks within the regulated area.  Site Walk 6/14/06.

Discussion was tabled pending receipt of additional information.

Application #06-17, Tina Merante (owner), Dainius Virbickas for Artel Engineering (agent), 268 Simpaug Turnpike.  Received 6/6/06.  Discussion and possible vote on an application for installation of replacement septic system for existing building.  Site Walk 6/23/06.

D. Virbickas and Atty. N. Marcus were present for the applicant.  He reported on his discussion with D. Hartline.  He will be attending a meeting on 7/19/06 with the State Health Dept. and D. Hartline.

Atty. Neil Marcus reviewed the history of this property.   He reviewed two letters sent to Atty. Lavelle regarding encroachment on Land Trust property. 

Discussion will continue at the next meeting.

Application #06-19, Robert Letowski, 9 Long Meadow Lane.  Received 6/19/06.  Discussion and possible vote on an application for pond and wetland enhancement, removal of existing invasive plant species adjacent to manmade pond and replant existing lawn and disturbed wetland areas with native wetland plants.  Add recirculation pump and water features within the regulated area.  Site Walk 6/23/06.

A representative of Steck's Nursery was present.

On the motion of J. Ross and the second of F. Schroeder, the Commission voted unanimously to approve Application #06-19.

Application #06-20, Barbara O'Connell (owner), Nazzaro Inc. (agent), 15 Mailcoach Road.  To receive and discuss an application to restore existing pond to original depth.  Remove sediment/fill material.

G. Nazzaro was present for the applicant.  A drawing was displayed and the proposal was reviewed.  

A site walk was scheduled for Fri., 7/21/06 at 5:30 p.m.

Application #06-21, Anthony and Dorethy Hann (owners), Nazzaro Inc. (agent), 301 Redding Road.  To receive and discuss an application to remove sediment/fill material from existing pond.

G. Nazzaro was present for the applicant.  The proposal was reviewed accompanied by a drawing.

A site walk was scheduled for Fri., 7/21/06 at 6:00 p.m.

Application #06-22, Alice McNulty (owner), Nazzaro Inc. (agent), 76 Peaceable Street.  To receive and discuss an application to remove silt/fill from existing pond to original depth.

G. Nazzaro was present for the applicant.  The proposal was reviewed accompanied by a drawing.

A site walk was scheduled for Fri., 7/21/06 at 6:15 p.m.

Application #06-23, Steven Sachetti (owner), Nazzaro Inc. (agent), 48 Dayton Road.  To receive and discuss an application for pond construction.

G. Nazzaro was present for the applicant.  The proposal was reviewed accompanied by a drawing.

A site walk was scheduled for Fri., 7/21/06 at 5:45 p.m.  D. Pattee requested a survey map inclusive of wetlands flagging.

Application #06-24, Reeda B. Harsche (owner), Three Levels Corporation (agent), 626 Redding Road.  To receive and discuss an application for "Riverbend" an Affordable Housing Project on 14.19 acres for the proposed location of a subsurface waste disposal system and earth disturbing activities associated with ten (10) proposed dwellings, three (3) of which will have a one-bedroom accessory apartment.

Atty. Neil Marcus was present along with Wayne Jacobsen from Spath Bjorklund.  D. Pattee noted receipt of letters from John Bonsignore and Holly Hawthorn.

Atty. Marcus reviewed the proposal.  D. Pattee stated that septic systems on uphill slopes should be considered regulated activities.  Mr. Pattee also requested evaluation by Doug Hartline.

C. Bakanas submitted a brief letter requesting a public hearing.

A site walk was scheduled for Tues., 7/25/06 at 5:30 p.m.   

Application #06-25, Sheri Ann Kanner, 12 Bridle Road.  To receive and discuss an application for new home construction within the regulated area.

S. Kanner was present.  After reviewing the proposal, D. Pattee noted the lack of footing drains on the plans.  Ms. Kanner's engineer should attend the next meeting to review proposed plan details. 

A site walk was scheduled for Tues., 7/25/06 at 6:30 p.m.  Ms. Kanner was requested to stake the corners of the proposed house location.

Application #06-26, Eileen McGann (owner),  Matthew Scully, CCA, LLC (agent), 20 Beeholm Road.  To receive and discuss an application for repair of existing septic system and associated grading using the existing septic area within the regulated area.

Matthew Scully was present for the applicant.  He displayed a drawing and reviewed the proposal.

A site walk was scheduled for Fri., 7/21/06 at 6:30 p.m.

Application #06-27, Jo-an and David Brooks, Goodridge Road.  To receive and discuss an application for a driveway crossing of a wetland.

Mr. and Mrs. Brooks were present. A drawing was displayed and J. Brooks reviewed the proposal.   

A site walk was scheduled for Tues., 7/25/06 at 6:45 p.m.

Application #06-28, Michael and Allison K. Murphy (owners), Nejame & Sons, Kaspar Liepins (agent), 26 Drummer Lane.  To receive and discuss an application for installation of a 20' x 40' vinyl lined in ground pool in rear of residence within the regulated area.

K. Liepins was present for the applicant.  He displayed a drawing and reviewed the proposal.  D. Pattee stated that the applicant obtain D. Harline's approval re: code compliant septic system.  Mr. Liepins confirmed the proposed use of a cartridge type filter system.

Discussion will continue pending receipt of requested information.



III.  CHAIRMAN'S REPORT

Letter from Gene Connolly, Redding Land Trust, re: Lot #3, 5 Charlie Hill Road.  Paul Garavel, owner.  To discuss items located in the Scenic Easement.

A site walk was scheduled for Fri., 7/28/06 at 5:30 p.m.

D. Pattee noted a memo from N. Ketcham re: joining the Southwest Conservation District.




On the motion of J. Ross and the second of F. Schroeder, the Commission voted unanimously to adjourn the meeting at 10:40 p.m.
